SUBJECT: CONSIDERATION OF A PROPOSED RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO NEGOTIATE AND EXECUTE AND AMEND, THE FOUNDATION FOR CALIFORNIA COMMUNITY COLLEGES STUDENT ASSISTANT CONTRACT.

DISCUSSION: The State Water Resources Control Board (SWRCB) will contract with the Foundation for California Community Colleges (FCCC) to provide all labor, materials and equipment necessary to provide student assistant services. This student contract is for 9 months, beginning on April 1, 1999 and terminating on December 31, 1999. The contract total funding will not exceed $1,500,000. However, an extension for an additional six months may be requested based upon contractor performance.

Through this contract, the FCCC agrees to provide student employment services for the State and Regional Water Boards. This service is provided at a 13.5 percent administrative cost and includes personalized accounting reports and recruitment of students from any accredited college, university, or community college. Student enrollment verification and unit completion will also be performed by the contractor.

POLICY Should the SWRCB adopt a proposed resolution authorizing the ISSUE: Executive Director or his designee to negotiate, execute, and amend as necessary the FCCC student assistant contract?

FISCAL The resolution will authorize up to $1,500,000 to the IMPACT: contract for fiscal year 98/99 and 99/00.

REGIONAL BOARD IMPACT: Yes. All Regional Water Quality Control Boards are participants in this contract.

STAFF RECOMMENDATION: That the SWRCB adopt a resolution authorizing the Executive Director or designee to negotiate, execute, and amend as DATION: necessary the FCCC student assistant contract.

WHEREAS:

1. The State Water Resources Control Board (SWRCB) has contracted with the Foundation for California Community Colleges (F.C.C.C.) for the past four years to provide student assistant services to the SWRCB and the Regional Water Quality Control Board.

2. Contract funding for FY 98/99 AND 99/00 would not exceed $1,500,000.

THEREFORE BE IT RESOLVED THAT:

The SWRCB authorize the Executive Director or his designee to negotiate, execute, and amend, as necessary, the Foundation for the Foundation for Community Colleges Student Assistant Contract.
