PUBLIC FORUM
Any member of the public may address and ask questions of the Board relating to any matter within the State Water Board’s jurisdiction provided the matter is not on the State Water Board agenda, or pending before the California Water Boards. Presentations at the Public Forum will be limited to 5 minutes or otherwise at the discretion of the Chairman.

FINANCIAL ASSISTANCE
1.   Consideration of a resolution authorizing the Executive Director to to apply for, accept, and/or amend a federal Clean Water Act section 319(h) grant, and authorizing execution and amendment of contracts for support of the Nonpoint Source Program

2.   Consideration of a resolution approving the State fiscal year 2004/2005 Intended Use Plan and acceptance of the 2005 federal capitalization grant

3.  Consideration of a resolution authorizing a water recycling facilities planning grant for Seeley County Water District; Water Recycling Project No. WRCP-3702-010

4.  Consideration of a resolution authorizing a $5,000,000 agricultural drainage loan to the Del Puerto Water District

5.  Consideration of a resolution authorizing issuance of grants from Propositions 40 and 50 to implement the Agricultural Water Quality Grant Program

6.  Consideration of a resolution approving an amendment to the Water Quality Control Plan for the North Coast Region to add language summarizing existing Anti-degradation policies

WATER QUALITY
8.  Consideration of a resolution approving an amendment to the Water Quality Control Plan for the San Francisco Bay Region to incorporate a Total Maximum Daily Load (TMDL) for mercury in San Francisco Bay

CLOSED SESSION
(Closed Session is not open to the public)

LITIGATION (This closed session is authorized under Government Code section 11126(e)(1).) The Board will be meeting in closed session to discuss ongoing litigation in the cases of DeltaKeeper, et al. v. California Regional Water Quality Control Board- Central Valley, et al.  (Sacramento County Superior Court, No. 04CS00235) and California Farm Bureau Federation v. California Regional Water Quality Control Board, Central Valley, et al.  (Sacramento County Superior Court, No. 04CS00264).

 


The Board encourages submittal of written comments.  Unless otherwise specified,written comments must be submitted by 5:00 p.m., March 11, 2005, and will not be accepted after that time . Time limitations on presentations may be imposed.
