The Lower San Gabriel River Watershed Management Group consists of the City of Norwalk as the coordinating agency for the Watershed Management Plan and Coordinated Integrated Monitoring Program development, the cities of Artesia, Bellflower, Cerritos, Diamond Bar, Downey, Hawaiian Gardens, La Mirada, Lakewood, Long Beach, Pico Rivera, Santa Fe Springs, Whittier, and Los Angeles County Flood Control District.
