Water Body Name: Crystal Cove State Beach
Water Body ID: CAX8011100020021003085116
Water Body Type: Coastal & Bay Shoreline

DECISION ID
12836

Pollutant: Enterococcus
Final Listing Decision: Do Not List on 303(d) list (TMDL required list)
Last Listing Cycle's Final Listing Decision: New Decision
Revision Status Revised
Impairment from Pollutant or Pollution: Pollutant

Weight of Evidence: This pollutant is being considered for placement on the section 303(d) list under section 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status.

Five (5) lines of evidence are available in the administrative record to assess this pollutant. Seven of the samples exceed the water quality objective.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Seven of 1,169 samples exceeded the AB 411 Standard and this does not exceed the allowable frequency listed in Table 3.2 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

RWQCB Board Decision / Staff Recommendation: After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be placed on the section 303(d) list because applicable water quality standards are not being exceeded.

Water Quality Objective/Criterion: As stated in the California Ocean Plan, under the SWRCB Water-Contact Standards using a single sample maximum, within a zone bounded by the shoreline and a distance of 1,000 feet from the shoreline or the 30-foot depth contour, whichever is further from the shoreline, and in areas outside this zone used for water contact sports, as determined by the Regional Board (i.e., waters designated as REC-1), but including all kelp* beds, the following bacterial objectives shall be maintained throughout the water column: Total Coliform density shall not exceed 1,000 per 100 ml.
Objective/Criterion Reference: Water Quality Control Plan Ocean Waters of California. California Ocean Plan 2005. Sacramento, CA: State Water Resources Control Board, California Environmental Protection Agency

Evaluation Guideline: Of the 130 samples collected, 0 exceeded the following criteria, or guidelines as stated in the Ocean Plan: Total Coliform Standard in Ocean Plan: Total Coliform <1000MPN/100mL.

Spatial Representation: The 130 samples were collected at the Muddy Creek Surf station located in the Crystal Cove State Park
Temporal Representation: The 130 samples were collected between 1/8/2004 and 12/30/2006
Environmental Conditions: The data spanned 3 entire years including wet and dry seasons.
QAPP Information: The EPA Method/Analytical Detection Limit used was MF_APHA_922_B.
The data’s quality is deemed appropriate because it was collected by the Orange County Environmental Health Agency and provided to the Regional Board via the State Water Resources Control Board for the sole purpose of the water quality assessment and update of the 2008 303d list.
