Rancho Guejito Corporation Cleanup and Abatement Order No. R9-2013-0009
On April 23, 2013, the San Diego Regional Water Quality Control Board issued Cleanup and Abatement Order No. R9-2013-0009 to Rancho Guejito Corporation (RGC) directing RGC to clean up and abate the effects of unauthorized discharges of debris, sediment, and fill into Guejito Creek and its tributaries. As a result of road construction and grading, material excavated from the road bed was cast off the edge of the road discharging into Guejito Creek., RGC placed earthen fill material in at least five tributaries of Guejito Creek obstructing the natural flow of the watercourse. These activities by RGC resulted in the permanent removal of sensitive native habitat threatening the beneficial uses of Guejito Creek and its unnamed tributaries. RGC is required to begin erosion control measures, submit a Restoration Plan for the Guejito Creek to pre-grading conditions, submit a Mitigation Plan to mitigate the riparian effects to Guejito Creek, carry out the Restoration and Mitigation Plans, and demonstrate that restoration and mitigation has been successful.
