Ross Valley Sanitary District
On June 20, 2012, the San Francisco Bay Regional Water Quality Control Board imposed $1,539,100 in administrative civil liability against the Ross Valley Sanitary District for sanitary sewer overflows and violating the Sanitary Sewer Systems Waste Discharge Requirements Order 2006-0003-DWQ.
The settlement alleged the District:
(1) had 36 SSOs between January 2008 and April 2011
(2) failed to provide proper notice after discovering a SSO in December 2010
(3) failed to certify reports in the California Integrated Water Quality System (CIWQS)
(4) failed to report an overflow
On May 8, 2013, the Board voted unanimously to impose Cease and Desist Order R2-2013-0020 (CDO) failed to allocate adequate resources for the proper operation, maintenance, and repair of its collection system, and for failing to carry out its Sewer System Management Plan and capital improvements.
The District was ordered to meet specific rehabilitation and capital improvement performance standards including repairing 914 pipe segments with structural defects and ordered to reach financial performance targets to ensure adequate funding for the rehabilitation and capital improvement performance standards.
