MEASUREMENTS
WHAT THE MEASURE IS SHOWING
As of August 2, 2012, the electronic receiving system of the stormwater construction program already received 1,591 annual reports to comply with the reporting requirements established in the general NPDES for stormwater construction. The number of facilities required to submit electronic annual reports 9,578 is greater than the number of facilities enrolled at the end of the fiscal year 6,643 because the 2,707 terminated enrollees are still required to submit an annual monitoring report. Some regions already received up to 30% of the required annual reports.
WHY THIS MEASURE IS IMPORTANT
The Construction Stormwater Program is unique in that the industrial activity (construction, land disturbance) is temporary in nature. This General Permit requires visual monitoring at all sites, and effluent water quality at all Risk Level 2 &3 sites. It requires receiving water monitoring at some Risk Level 3 sites. All sites are required to submit annual reports, which contain various types of information, depending on the site characteristics and events. Annual Reports must be submitted by projects that are enrolled under 2009-0009-DWQ for more than one continuous three month period. The Annual Reports will be submitted electronically in
SMARTS. Annual Reports are due to the State Water Board on September 1 of each year (The first submittal will be on September 1, 2011) with a July 1 through June 30 compliance year. For projects active for more than one continuous three month period, and that complete construction prior to September 1, an Annual Report will still be required and must be submitted electronically in SMARTS prior to notice of termination (NOT) submittal.

- Construction Stormwater Program
- Dischargers whose projects disturb 1 or more acres of soil or are part of a larger common plan of development that in total disturbs 1 or more acres, are required to obtain coverage under the General Permit for Discharges of Storm Water Associated with Construction Activity (Construction General Permit, 2000-0009-DWQ).
- Annual Report
- All dischargers must prepare and electronically submit an annual report no later than September 1 of each year using the Storm water Multi-Application Reporting and Tracking System (SMARTS). The Annual Report must include a summary and evaluation of all sampling and analysis results, original laboratory reports, chain of custody forms, a summary of all corrective actions taken during the compliance year, and identification of any compliance activities or corrective actions that were not
implemented.
- National Pollutant Discharge Elimination System (NPDES)
- The NPDES permit program (Section 402 of the Clean Water Act ) controls water pollution by regulating point sources that discharge pollutants into waters of the United States. Point sources are discrete conveyances such as pipes or man-made ditches. Individual homes that are connected to a municipal system, use a septic system, or do not have a surface discharge do not need an NPDES permit; however, industrial, municipal, and other facilities must obtain permits if their discharges go directly to surface waters. US EPA has approved the Water Board’s program to issue NPDES permits.
