WHEREAS:

1. The SRF Policy is the document used by the Division of Clean Water Programs (Division) to administer the State Revolving Fund (SRF) Loan Program;

2. Because of rapid growth in popularity for the Design-Build approach, a greater interest in Design-Build projects from both the public agencies and the consulting engineers has been noticed;

3. As a result of this interest, the Division was asked to prepare the proposed revisions to the current SRF Policy to provide for SRF loan funding for Design-Build projects; and

4. The Design-Build project submittal review and approval requirements and procedures have been developed by the Division after several meetings and discussions with the Tri-TAC members and Design-Build consultants.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board adopts the SRF Policy as amended, to provide SRF loan funding for Design-Build projects.

The undersigned, Administrative Assistant to the Board, does hereby certify that the foregoing is a full, true, and correct copy of a resolution fully and regularly adopted at a meeting of the State Water Resources Control Board, held on November 18, 1997.
