STATE WATER RESOURCES CONTROL BOARD
RESOLUTION NO. 98 - 031
AUTHORIZATION TO ACCEPT FUNDS FROM THE FEDERAL TRUST FUND FOR
LEAKING PETROLEUM UNDERGROUND STORAGE TANKS (PETROLEUM TRUST FUND)
WHEREAS:
1. Leaking underground storage tank (UST) sites require cleanup to protect drinking water supplies and other beneficial uses of ground and surface waters;
2. The State Water Resources Control Board's policy on USTs encourages local agencies to play a strong role in supervising the investigation and cleanup of leaking USTs;
3. The Local Oversight Program has been established to provide funds to local agencies for the oversight of investigation and cleanup at leaking UST sites; and
4. The Petroleum Trust Fund provides a major portion of the funding for the local agency contracts in the Local Oversight Program. It also provides a source of revenue for the Regional Water Quality Control Boards to oversee leaking UST cleanups at sites within the Regional Water Boards' jurisdiction.
THEREFORE BE IT RESOLVED:
That the State Water Board:
1. Authorizes the Executive Director, or his designee, to accept the Petroleum Trust Fund grants not to exceed $17,000,000 over the next three (3) years beginning in FFY 1999 and any subsequent amendments or fund augmentations; and
2. Authorizes the Executive Director, or his designee, to execute a Cooperative Agreement with EPA, Region 9.
