SUBJECT: CONSIDERATION OF A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO AMEND A CONTRACT WITH KATZ AND ASSOCIATES FOR FACILITATION, COORDINATION AND SERVICES FOR THE SAN DIEGO INTERAGENCY WATER QUALITY PANEL

DISCUSSION: The State Water Resources Control Board (SWRCB), on behalf of the San Diego Regional Water Quality Control Board (RWQCB), entered into a $113,705 one year contract with Katz and Associates beginning March 1, 1996 and extending through February 28, 1997 for facilitation, coordination and administration activities and services for the San Diego Interagency Water Quality Panel (SDIWQP). Legislation authorizing the SDIWQP sunsets in January 1998.

Funding in the amount of $300,000 was supplied for this contract from the Cleanup and Abatement Account from SWRCB. The Request for Proposal for the SDIWQP included the option to renew for two subsequent years. The SDIWQP will soon be completing the first year of the contract. We are requesting to renew only one additional year and complete all the work in two years instead of three years. Katz & Associates has demonstrated substantial expertise regarding the Bay and its history.

The Chairwoman of the SDIWQP, Judy Johnson, has directed that work originally scheduled during the three year period be completed within two years. To accomplish this, she wishes to amend the contract to a total sum of $300,000. This $300,000 total is the amount originally budgeted for the three year effort. Completing the projected work for SDIWQP in two years instead of three years, will not reduce the workload. Consequently the full $300,000 will be needed notwithstanding the condensed timeframe.

POLICY ISSUE: Should the SWRCB be a party to the proposed amendment for $300,000 for Katz & Associates on behalf of the RWQCB for the SDIWQP.

FISCAL IMPACT: Extension and augmentation of the contract will cause no further fiscal impact. Funding in the amount of $300,000 was granted to the RWQCB from the Cleanup and Abatement Account at

REGIONAL BOARD IMPACT: San Diego RWQCB.

STAFF RECOMENDATION: That the SWRCB authorize the Executive Director or his designee to negotiate, amend and execute the proposed augmentation and extension of the SDIWQP contract.

AMEND A CONTRACT WITH KATZ AND ASSOCIATES FOR FACILITATION , COORDINATION AND ADMINISTRATIVE ACTIVITIES AND SERVICES TO

THE SAN DIEGO INTERAGENCY WATER QUALITY PANEL

WHEREAS:

The State Water Resources Control Board (State Water Board) has contracted with Katz and Associates for the past year to provide administrative and facilitation services to the San Diego Interagency Water Quality Panel.
The original contract expires February 28, 1997. Funding in the amount of $300,000 was made available to provide services to the San Diego Interagency Water Quality Panel through the sunset date of the Panel, February 28, 1998.
Contract funding for the duration of the contract would not exceed $300,000.

THEREFORE BE IT RESOLVED THAT:

The State Water Board authorizes the Executive Director or his designee to amend the contract with Katz and Associates to provide an extension of the expiration date.
