ITEM 3: CONSIDERATION OF APPROVAL OF A RESOLUTION PROVIDING A STATE REVOLVING FUND (SRF) LOAN TO THE CITY OF SOUTH LAKE TAHOE (CITY) TO CONSTRUCT THE SKI RUN WATER QUALITY IMPROVEMENT FACILITIES (SRF LOAN NO. C-06-6025-110)
DISCUSSION: The City has applied for a $1,998,000 SRF loan to construct the Ski Run Water Quality Improvement Facilities (Project). The Project objective is to eliminate pollutants in storm water runoff from erosion of roads and impervious surfaces. The City has exceeded standards for sediments and nutrients in storm water discharges to Lake Tahoe.
The Project consists of the construction of conveyance systems including concrete curbs and gutters, underground drainage pipes, and concrete drainage inlets and outlets. The conveyance improvements will direct drainage from approximately 175 acres through sand/oil interceptors, retention basins, and artificial wetlands. The drainage from this area is presently flowing freely into Lake Tahoe.
The treatment systems to be funded under the Project consists of the following:
o A retention basin consisting of two sub-basins to filter 70 percent of the runoff from the watershed.
o An extended detention basin that will function as a reclaimed Stream Environment Zone (SEZ) with approximately 30 percent of the watershed flows. This basin will be operated in parallel to the first basin.
o A reclaimed SEZ/wetland basin consisting of two wetland areas operated in series. This basin will have a controlled inlet structure to regulate low flows from the first two basins. Excessive flows will be bypassed directly to Lake Tahoe.
The Project site was extensively developed with 6.77 acres of impervious surfaces. Construction of these improvements will reduce the impervious surface of the project site to 0.64 acre.
The City has an agreement with the California Department of Transportation for $150,000 towards the Project. This money will be used for curb, gutter, drainage, and conveyance improvements on Highway 50. A condition of this agreement is that the City enters a construction contract for the Project by June 15, 1997. Before the City enters into a construction contract, it needs assurances from the State Water Resource Control Board (SWRCB) for SRF funding for the Project. The dedicated source of revenue to repay the SRF loan will be hotel/motel taxes.
The Lahontan Regional Water Quality Control Board (LRWQCB) supports the project and has listed the project in Category "C" on the Statewide Project Priority List. The LRWQCB issued waste discharge requirements for the project on August 10, 1989.
The Project is in compliance with the Water Quality Control Plan for the Lake Tahoe Basin adopted by the SWRCB and the Lake Tahoe Basin Water Quality Plan. The City completed a Negative Declaration to comply with the California Environmental Quality Act on May 17, 1989.
The City is in the process of obtaining an extension of a permit which expired on June 28, 1992 from the Tahoe Regional Planning Agency (TRPA). The permit expired because the Project did not proceed after a hotel developer within the Project area filed for bankruptcy. The room taxes from the hotel were to be the revenue source for the Project. Conditions within the TRPA permit will allow an extension under these circumstances.
POLICY ISSUE: Should the SWRCB loan the City $1,998,000 for an SRF loan to construct the Ski Run Water Quality Improvement Facilities?
FISCAL IMPACT: There is an uncommitted balance of approximately $93,347,303 in the SRF loan account. Approval of this loan would leave an uncommitted balance of $91,349,303 in the SRF account.
RWQCB IMPACT: None.
STAFF RECOMMENDATION: That the SWRCB approves an SRF loan of $1,998,000 for the City of South Lake Tahoe to construct the Ski Run Water Quality Improvement Facilities.

WHEREAS:
1. The City of South Lake Tahoe (City) has requested a $1,998,000 SRF loan to construct the Ski Run Water Quality Improvement Facilities (Project).
2. The Project will address nonpoint source pollution causing degradation of storm water from oil, grease, salts, heavy metals and sediments draining into Lake Tahoe.
3. The Project complies with the Water Quality Control Plan for the Lake Tahoe Basin and the Lake Tahoe Basin Water Quality Plan.
4. The City completed a Negative Declaration to comply with the California Environmental Quality Act on May 17, 1989.
THEREFORE BE IT RESOLVED THAT:
The State Water Resources Control Board approves an SRF loan of $1,998,000 for the City of South Lake Tahoe to construct the Ski Run Water Quality Improvement Facilities.
