ITEM 8: CONSIDERATION OF A PROPOSED RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO NEGOTIATE, EXECUTE, AND AMEND, AS NECESSARY, THE CALIFORNIA COMMUNITY COLLEGE FOUNDATION STUDENT ASSISTANT CONTRACT

DISCUSSION: The State Water Resources Control Board (State Water Board) has contracted with the California Community College Foundation (C.C.C.F.) for the past five years to provide all labor, materials, and equipment necessary to provide student assistant services. This student assistant contract would continue the process. The new contract is for two years, beginning on July 1, 1997 and terminating on June 30, 1999. The Contract total funding would not exceed $4,000,000 for the Fiscal Years 97/98 and 98/99.

The C.C.C.F. Contracts offers many benefits to the participating State and Regional Water Board organizations, including lower administrative costs (13.5 percent), a personalized accounting system and the ability to recruit students from any college, university, or community college.

POLICY ISSUE: Should the State Water Board adopt a proposed resolution authorizing the Executive Director or his designee to negotiate, execute and amend as necessary the C.C.C.F. Student assistant contract?

FISCAL IMPACT: The resolution will authorize up to $4,000,000 to the contract for the Fiscal Years 97/98 and 98/99.

REGIONAL BOARD IMPACT: Yes, all Regional Water Quality Control Boards are participants in the student assistant contract.

STAFF RECOMMENDATION: That the State Water Board adopt a resolution authorizing the Executive Director or his designee to negotiate, execute, and amend as necessary the C.C.C.F. student assistant contract.

AUTHORIZING THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO

NEGOTIATE, EXECUTE, AND AMEND, AS NECESSARY, THE

CALIFORNIA COMMUNITY COLLEGE FOUNDATION STUDENT

ASSISTANT CONTRACT.


WHEREAS:

1. The State Water Resources Control Board (State Water Board) has contracted with California Community College Foundation (C.C.C.F.) for the past five years to provide student assistant services to the State Water Board and the Regional Water Quality Control Board.

2. Contract funding for Fiscal Years 97/98 and 98/99 would not exceed $4,000,000.


THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board authorize the Executive Director or his designee to negotiate, execute, and amend, as necessary, the California Community College Foundation Student Assistant Contract.
