ITEM 4: CONSIDERATION OF APPROVAL OF A RESOLUTION TO PROVIDE A STATE REVOLVING FUND (SRF) LOAN TO THE TOWN OF MAMMOTH LAKES FOR URBAN RUNOFF PROJECTS (LOAN NUMBERS C-06-6031-110, C-06-6032-110, AND C-06-6033-110)

DISCUSSION: The Town of Mammoth Lakes submitted a loan application for Urban Runoff Projects (Projects). The amount of the loan request is $788,000.

The proposed Projects will be for the construction of drainage improvements or reconstruction of existing drainage facilities within the Town of Mammoth Lakes. The Projects will reduce the transport of sediment into the Owens River Watershed by reducing erosion caused by overflow of existing channels and ditches. All facilities except the Red Fir Road Project will channel the runoff from roads and developed areas into an existing sedimentation basin in Murphy Gulch. The basin does not have the capacity for the added sediment from erosion caused by overflow of the existing system.

The proposed drainage construction and improvements consist of the following facilities:

All of the above projects have been determined Categorically Exempt under Sections 15302 and 15304(f) of the California Environmental Quality Act.

POLICY ISSUE: Should the SWRCB approve an SRF loan of $788,000 to the Town of Mammoth Lakes for the Projects?

FISCAL IMPACT: According to SWRCB Resolution No. 97-001 (Approval of a Staff Proposal to Better Manage the SRF Repayment Account), the SWRCB may approve preliminary loan commitments against the current FFY account and against 125 percent of future repayment funds based on scheduled loan dates.

APPROVAL OF A RESOLUTION TO PROVIDE A STATE REVOLVING FUND (SRF) LOAN TO THE TOWN OF MAMMOTH LAKES FOR THE URBAN RUNOFF PROJECTS (LOAN NUMBERS C-06-6031-110, C-06-6032-110 AND C-06-6033-110)

WHEREAS:

1. The Town of Mammoth Lakes has requested an SRF loan of $788,000 for the
Urban Runoff Projects (Projects).

2. The Projects will improve drainage facilities to address sedimentation and runoff caused by overflow of existing channels and ditches in several locations within the Town of Mammoth Lakes.

3. The Town of Mammoth Lakes completed a Categorical Exemption in accordance with Sections 15302 and 15304(f) to comply with the California Environmental Quality Act.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board approves an SRF loan for $788,000 to the Town of Mammoth Lakes for the Projects.
