ITEM 4: CONSIDERATION OF APPROVAL OF A RESOLUTION TO PROVIDE A STATE REVOLVING FUND (SRF) LOAN TO THE TOWN OF MAMMOTH LAKES FOR URBAN RUNOFF PROJECTS (LOAN NUMBERS C-06-6031-110, C-06-6032-110, AND C-06-6033-110)

DISCUSSION: The Town of Mammoth Lakes submitted a loan application for Urban Runoff Projects (Projects). The amount of the loan request is $788,000.

The proposed Projects will be for the construction of drainage improvements or reconstruction of existing drainage facilities within the Town of Mammoth Lakes. The Projects will reduce the transport of sediment into the Owens River Watershed by reducing erosion caused by overflow of existing channels and ditches. All facilities except the Red Fir Road Project will channel the runoff from roads and developed areas into an existing sedimentation basin in Murphy Gulch. The basin does not have the capacity for the added sediment from erosion caused by overflow of the existing system.

The proposed drainage construction and improvements consist of the following facilities:

• The Red Fir Road Project: A new catch basin will be designed and constructed to replace the existing inlet structure, and the drainage channel up and down stream of Old Mammoth Road will be redesigned and reconstructed. By replacing a substandard channel that becomes obstructed, erosion problems along Old Mammoth and Red Fir Roads, as well as the uncontrolled storm water flows over private property, will be eliminated. These facilities will reduce the discharge of sediments directly into Mammoth Creek.
  
• The Wagon Wheel Road Project: A storm drain and inlet on Wagon Wheel Road will be designed and constructed. The facility will catch urban runoff in a developed area above the Mammoth Lakes Industrial Park and discharge into Murphy Gulch, a tributary of Mammoth Creek.
  
• The Center Street Drainage Project: A culvert along the south side of Center Street upstream from a culvert on Main Street will be designed and constructed. The facility will address previously uncontrolled runoff from Center Street and direct it into an existing storm drainage system into Murphy Gulch.
  
• The Lake Mary Road Project (No. SD-19): An 18- to 24-inch storm drain line to control storm drainage that collects on Lake Mary Road, prevents it from flowing across private property, and directs it into Murphy Gulch will be constructed.
  
• The Majestic Pines Drive Project (No. SD-20): A 30-inch storm drain along the street to direct storm drainage into Murphy Gulch and prevent it from flowing into private property will be constructed.
  
• The Lake Mary Road, Hidden Valley Road Project (No. SD-22): A 30-inch storm drain along the street to direct storm drainage into Murphy Gulch and prevent it from flowing into private property will be constructed.
  
• Pipeline South of Dorrance Drive Project (No. SD-RDA-24): A 36-inch drainage trunk line to address runoff and sedimentation that previously ran in substandard channels and culverts for discharge into Murphy Gulch will be constructed. The project will serve future as well as existing development.

All of the above projects have been determined Categorically Exempt under Sections 15302 and 15304(f) of the California Environmental Quality Act.

POLICY ISSUE: Should the SWRCB approve an SRF loan of $788,000 to the Town of Mammoth Lakes for the Projects?

FISCAL IMPACT: According to SWRCB Resolution No. 97-001 (Approval of a Staff Proposal to Better Manage the SRF Repayment Account), the SWRCB may approve preliminary loan commitments against the current FFY account and against 125 percent of future repayment funds based on scheduled loan dates.

The SRF account balances, anticipated repayment amounts, and project approvals under consideration by the SWRCB in October 1997 are as follows:

STAFF RECOMMENDATION: That the SWRCB approves an SRF loan of $788,000 to the Town of Mammoth Lakes for the Projects.

1. The Town of Mammoth Lakes has requested an SRF loan of $788,000 for the
Urban Runoff Projects (Projects).

2. The Projects will improve drainage facilities to address sedimentation and runoff caused by overflow of existing channels and ditches in several locations within the Town of Mammoth Lakes.

3. The Town of Mammoth Lakes completed a Categorical Exemption in accordance with Sections 15302 and 15304(f) to comply with the California Environmental Quality Act.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board approves an SRF loan for $788,000 to the Town of Mammoth Lakes for the Projects.
