ITEM 7: AMENDMENT TO THE SMALL COMMUNITY GRANT PROJECT PRIORITY LIST

DISCUSSION: The State Water Resources Control Board (SWRCB) adopted Resolution

No. 97-046 on May 14, 1997 approving the Small Community Grant (SCG) Project Priority List. Resolve No. 3 directed the Division of Clean Water Programs (DCWP) to bring back to the SWRCB for consideration, any Priority Class A and B projects submitting data or an income survey showing that their 1996 Median Household Income (MHI) is less than $32,000.

The DCWP has received new MHI documentation from one community, the Hilmar Water District (District). The new documentation shows that the District's 1996 MHI is estimated to be $30,103. The District is a Priority Class B project, but was not on the adopted Project Priority List because its 1996 MHI based on the 1990 Census information was above $32,000. The DCWP proposes that the SWRCB add this project to the SCG Project Priority List. A copy of the Priority List with the Hilmar Water District Project highlighted is attached.

In addition, the DCWP has found a few minor errors in the original SCG Priority List adopted on May 14, 1997. Correction of these errors is also highlighted on the list.

POLICY ISSUE: Should the SWRCB amend the SCG Project Priority List by adding the Hilmar Water District to the list?

FISCAL IMPACT: The addition of the Hilmar Water District Project to compete for the

$30 million in funding available will have a negligible impact on the workload of the DCWP and can be accomplished within DCWP's existing budget resources for this program.

RWQCB IMPACT: None

STAFF RECOMMENDATION: That the SWRCB adopt a resolution approving the addition of the Hilmar Water District to the SCG Project Priority List.

RESOLUTION NO. 97-

AMENDMENT TO THE SMALL COMMUNITY GRANT PROGRAM PROJECT PRIORITY LIST


WHEREAS:

1. The State Water Resources Control Board adopted the Small Community Grant Project Priority List on May 14, 1997;

2. Resolve No. 3 of Resolution No. 97-046 allowed communities in Priority Classes A and B, with estimated 1996 Median Household Incomes above $32,000, to submit by August 1, 1997 information showing their 1996 Median Household Income is actually below $32,000; and

3. The Division of Clean Water Programs has received and approved documentation that the 1996 Median Household Income for the Hilmar Water District is less than $32,000, making the project eligible for placement on the SCG Project Priority List.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board approves the amendment adding the Hilmar Water District to the Small Community Grant Project Priority List.
