SUBJECT: PROPOSED RENEWAL OF INTERAGENCY AGREEMENT BETWEEN THE STATE WATER RESOURCES CONTROL BOARD AND THE HEALTH AND WELFARE DATA CENTER(HWDC) FOR ELECTRONIC DATA PROCESSING SERVICES TO SUPPORT THE SWRCB’s ACCOUNTING SYSTEM
DISCUSSION: The official accounting records for the SWRCB are maintained on a statewide automated accounting system known as the California State Accounting and Reporting System (CALSTARS). CALSTARS provides detailed accounting of appropriations, expenditures, encumbrances and receipts. This data is used to manage program and organizational budgets as well as to report expenditures and receipts to control agencies. The Department of Finance maintains CALSTARS and provides technical support. This contract provides for the cost of processing data, lease of equipment and delivery of reports.
POLICY ISSUE: Should the SWRCB adopt a proposed resolution authorizing the Executive Director to negotiate and execute an Interagency Agreement with the Health and Welfare Data Center?
FISCAL IMPACT: The cost of these services has risen over the past several years. The actual cost incurred for the past three fiscal years were $213,768.88 for fiscal year 1995/96; $232,726.52 for fiscal year 1996/97; $225,020.61 for fiscal year 1997/98 and an estimated $240,000 for fiscal year 1998/99. The increase in costs are due to several factors including increased data processing costs and Y2K compliance testing at HWDC. The estimated costs for fiscal year 1999/00 is $242,000.

STAFF RECOMMENDATION: That the SWRCB adopt a resolution
authorizing the Executive Director to negotiate and execute an Interagency
Agreement with the Health and Welfare Data Center for data processing services
not to exceed $250,000 during fiscal year 1999/00.

CALSTARS provides detailed accounting of appropriations, expenditures, encumbrances and receipts. This data is used to manage program and organizational budgets as well as to report expenditures and receipts to control agencies.
2. The Department of Finance maintains CALSTARS and provides technical support.
3. The SWRCB accesses CALSTARS primarily through leased terminals in the Accounting Office. The lease of these terminals is incorporated into the HWDC Interagency Agreement.
4. Computer processing and large print jobs for the CALSTARS system are done at HWDC and couriered to the SWRCB’s Accounting Office.
THEREFORE BE IT RESOLVED:
That the SWRCB authorize the Executive Director to negotiate and execute an Interagency Agreement with the Health and Welfare Data Center for data processing services in an amount not to exceed $250,000 during the Fiscal Year 1999-00.
