SUBJECT: CONSIDERATION OF A PROPOSED RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR

TO NEGOTIATE AND EXECUTE AND AMEND THE FOUNDATION FOR CALIFORNIA COMMUNITY COLLEGES

STUDENT ASSISTANT CONTRACT.

DISCUSSION:The State Water Resources Control Board enters into an annual contract

with the California Community Colleges to provide students for State and Regional

Board programs. This contract provides student help at a more cost effective rate

than conventional civil service hiring, substantial assistance in recruitment of the

students and detailed accounting reports. The contract is utilized by every State

and Regional Board organization. The current student assistant contract with the

Foundation for California Community Colleges (FCCC) will expire on December 31,

1999. The State Board must provide additional funds for the contract with the

FCCC in order to continue employing students. An eighteen-month contract with

the FCCC is proposed to extend student support through June 30, 2001. The proposed

contract would not exceed $4,000,000.

POLICY issue: Should the State Water Resources Control Board adopt a proposed

Resolution authorizing the Executive Director to negotiate and execute and amend

the proposed Foundation for Community Colleges Student Assistant Contract?

FISCAL IMPACT: The resolution will authorize up to $4,000,000 for the proposed

contact. It is expected that approximately $900,000 will be needed in the second

half of FY 1999/2000 January 1 – June 30, 2000), and the balance ($3,100,000) will

be expended in FY 2000/2001.

REGIONAL BOARD IMPACT: All State and Regional Board organizations are expected to

Participate in the proposed contract.

STAFF recommendation: The Division of Administrative Services recommends adoption

of a resolution authorizing the Executive Director to negotiate and execute and

amend as necessary,the proposed student assistant contract with the Foundation for

California Community Colleges.

AUTHORIZING THE EXECUTIVE DIRECTOR TO

NEGOTIATE, EXECUTE, AND AMEND, AS NECESSARY, THE

FOUNDATION FOR CALIFORNIA COMMUNITY COLLEGES STUDENT

ASSISTANT CONTRACT.

WHEREAS:

1. The State Water Resources Control Board (SWRCB) enters into an annual contract with the California Community Colleges to provide student support for the State and the Regional Water Quality Control Boards programs.

2. The contract is utilized by every State and Regional Board organization as an efficient and cost effective means of obtaining temporary student services.

3. Contract funding is needed for the second half of FY 1999/2000 (January 1, 2000 through June 30, 2000) and the entire FY 2000/2001, and would not exceed $4,000,000.

THEREFORE BE IT RESOLVED THAT:

The SWRCB authorize the Executive Director to negotiate, execute, and amend, as necessary, the Foundation for California Community Colleges Student Assistant Contract.
