Public Forum.  (Any member of the public may address and ask questions of the Board relating to any matter within the Board's jurisdiction, provided the matter is not on the Board's agenda, or pending before the Board or a Regional Board.) Note: Presentations at the Public Forum will be limited to 5 minutes or otherwise at the discretion of the Chairman.

STORM WATER PERMITS

1.  Hearing Regarding the Draft Modifications to the National Pollutant Discharge Elimination System General Construction Permit (General Permit) for Discharges of Storm Water (Water Quality Order 99-08-DWQ) to Include Small Construction Activity Disturbing One to Five Acres.  (Following the hearing, the Board will consider whether to approve the modification language to the existing General Permit.)  As previously noticed, the deadline for written comments is 5:00 p.m., November 27, 2002.  https://www.waterboards.ca.gov/water_issues/programs/stormwater/

2.  Hearing Regarding the Proposed Draft National Pollutant Discharge Elimination System General Permit for Discharges of Storm Water From Small Municipal Separate Storm Sewer Systems.  (Following the hearing, the Board will consider whether to approve the proposed Permit.)  As previously noticed, the deadline for written comments is 5:00 p.m., November 27, 2002.  https://www.waterboards.ca.gov/water_issues/programs/stormwater/

CLEAN WATER PROGRAMS

**3.  Consideration of a Request From the Division of Clean Water Programs to Fund 16.5 Additional PYs for $2,013,000 in the Spills, Leaks, Investigations, and Cleanup Program From the Cleanup and Abatement Account for Cost Recovery Oversight.  (The Board will consider whether to adopt the proposed resolution.)

WATER RIGHTS

**4.  Consideration of a Proposed Order Granting Petition for Reconsideration of Order Denying Temporary Change in Place of Use and Purpose of Use (Water Code Sections 1707 and 1725-1732) of Claimed Pre-1914 Water Right (Statement #S015151) to Waters of the North Fork Tule River.  (The Board will consider whether to adopt the proposed order.)

ADMINISTRATION

**5.  Consideration of a Resolution Authorizing the Executive Director or Designee to Apply for and Accept a Grant of Approximately $407,705 From the U.S. Environmental Protection Agency, Region 9, and to Negotiate a Workplan to Continue Source Investigation Activities in the San Gabriel Valley.  (The Board will consider whether to adopt the proposed resolution.)
