11. In the Matter of the
Petition of Humboldt Watershed Council, Jesse Noel, and Ken Miller to Require
Reports of Waste Discharge and to Issue Waste Discharge Requirements for All
Logging Conducted by Pacific Lumber Company in the Freshwater Creek, Elk River,
and Three Other Drainages. SWRCB/OCC
File A-1479. (The
Board will consider whether to adopt the proposed order requiring the North
Coast Regional Water Quality Control Board to take actions to protect water
quality from adverse effects from timber harvest operations and to require
reports of waste discharge and issuance of waste discharge requirements pursuant
to applicable provisions of the Basin Plan.)

Report by Parties to the Bay-Delta Water Rights Hearing, Phase 8, Negotiations
Regarding Plans to Implement the Flow-Dependent Objectives Contained in the
1995 Bay-Delta Water Quality Control Plan. (Informational Item)
13. Consideration
of an Order Postponing Dismissal of Phase 8 of the Bay-Delta Water Rights
Hearing. (The Board will consider whether to
adopt the proposed order.)
14. Consideration of a Proposed Order Prepared After a Hearing on Petitions for Change and Extension of Time Filed by Oroville-Wyandotte Irrigation District and Yuba County Water District on Permits 1267, 1268, 1271,2492, 11516 and 11518 (Applications 1651, 2142, 2979, 2778, 13957 and 14113). The Permits Authorize Diversion from Lost Creek, Sly Creek, South Fork Feather River and Slate Creek in Butte and Yuba Counties. (The Board will consider whether to adopt the proposed order.)

1. In the Matter of the
Petition of Cities of Simi Valley and Thousand Oaks, Camarillo Sanitary District,
Camrosa Water District, and Ventura County Water Works District No. 1 for
a Stay (Waste Discharge Requirements Orders Nos. 96-042, 96-043, 96-044, 2000-09,
and 00-049), by the California Regional Water Quality Control Board, Los Angeles
Region. SWRCB/OCC File A-1474. (The Board will consider
whether to adopt the proposed order approving a stipulation for a stay by
the petitioners and the RWQCB.)
2. In the Matter of the
Petition of City of Stockton for Review of Waste Discharge Requirements Order
No. R5-2002-0083 and Cease and Desist Order No. R5-2002-0084 for Stockton
Regional Wastewater Control Facility, Issued by the California Regional Water
Quality Control Board, Central Valley Region (Regional Board).
SWRCB/OCC File A-1483. (The Board will consider whether to adopt the
proposed order granting a stay pursuant to a stipulation between the petitioner
and the Regional Board.)
WATER QUALITY
3. Consideration
of a Resolution Approving With Partial Disapproval of an Amendment to the
Water Quality Control Plan for the San Francisco Bay Region Adopting Site-Specific
Water Quality Objectives for Copper and Nickel in the Lower South San Francisco
Bay and Implementation Provisions. (The Board will
consider whether to adopt the proposed resolution.)
4. Consideration
of a Resolution Approving the Costa-Machado Water Act of 2000 (Proposition
13) Phase II Project Priority Lists and Authorizing Issuance of Contracts
and Amendments to Implement the Proposition 13 Projects. (The Board will consider whether to adopt the proposed resolution.)
5. Consideration
of a Resolution Authorizing the Executive Director or Designee to Apply for,
Accept, and/or Amend a Clean Water Act Section 205(j) Grant, Approving the
Project Priority List, and Authorizing Execution and Amendment of Contracts
to Implement the Projects. (The Board will
consider a priority order for funding of applications for Water Quality Planning
grants.)
6. Consideration
of a Resolution Authorizing the Executive Director to Apply for, Accept, and/or
Amend a Federal Clean Water Act Section 319(h) Grant, Approving the Project
Priority List, and Authorizing Execution and Amendment of Contracts to Implement
the Projects. (The Board will
consider whether to approve the proposed resolution.)
CLEAN WATER PROGRAMS
7. Consideration of a Resolution Approving
the Request From the Lahontan Regional Water Quality Control Board For $2,500,000
From the State Water Pollution Cleanup and Abatement Account for Continued
Pollution Abatement and Characterization Work at Leviathan Mine. (The Board will consider whether to adopt the proposed resolution.)
8.
Consideration of an Amendment to Whereas 5 of
Resolution 2002-0023, “Requests for Funding in the Amount of $3,837,000 From
the State Water Pollution Cleanup and Abatement Account (CAA)”, Specifically
Allowing Regional Boards to Utilize Personal Services as Well as Contract
Services. (The
Board will consider whether to adopt the proposed resolution.)
9.
Consideration of a Resolution to Authorize the
Executive Director or Designee to Negotiate, Execute and Amend if Necessary
a Contract up to $1,616,863 With the Trustees of the California State University
for Student Assistant Services for the Central Valley Regional Board. (The
Board will consider whether to adopt the proposed resolution.)
10. Consideration
of a Proposed order Decision prepared
in the Matter of Applications 30038, 30083,
30160, 30165, 30175, 30178, 30260, 30355, and 30374: Determination of the Legal Classification
of Groundwater in the Pauma
and Pala Basins of the San Luis Rey River.
(The Board will
consider whether
to adopt the proposed decision.) (No
additional comments will be accepted except
from the
Applicant.)
Closed Session Items

WATER
RIGHTS (This is authorized
under Government Code section 11126(c)(3).)
The Board
will be meeting in closed session to deliberate on a proposed order prepared
after a hearing on Imperial Irrigation District’s (IID) and San Diego County
Water Authority’s (SDCWA) amended joint petition for approval of a long-term
transfer of conserved water from IID to SDCWA and to change the point of
diversion, place of use, and purpose of use under Permit 7643 (Application
7482).
The Board will be meeting in closed session to
deliberate on a draft decision regarding the legal classification of
groundwater in the alluvium of the San Luis Rey River in the Pala and Pauma
Valleys in San Diego County
The Board will be meeting in closed session to deliberate on a proposed order prepared after a hearing on petitions for change and extension of time filed by Oroville-Wyandotte Irrigation District and Yuba County Water District on Permits 1267, 1268, 1271, 2492, 11516 and 11518 (Applications 1651, 2142, 2979, 2778, 13957 and 14113). The permits authorize diversion from Lost Creek, Sly Creek, South Fork Feather River and Slate Creek in Butte and Yuba Counties.
