Workshop includes informal discussion of items to be presented for action at a future business meeting.  People who are interested in items on the agenda are urged to attend workshops as they may miss valuable discussion that will not be repeated at the Board meeting.  NOTE:  There is no voting at workshops.  Items requiring Board action must come to a Board meeting.

ITEMS 1-6 WILL BE DISCUSSED STARTING AT 9:00 AM, Tuesday, June 3, 2003

 

All visitors are required to sign in and receive a badge prior to attending any meeting.  The Visitor and Environmental Services Center is located just inside and to the left of the Cal/EPA Building's public entrance.  Valid picture identification may be required due to the security level so please allow up to 15 minutes for this process.

 

PUBLIC FORUM

Any member of the public may address and ask questions of the Board relating to any matter within the Board's jurisdiction, provided the matter is not on the Board's agenda or pending before the Board or a Regional Board.  Note:  Presentations at the Public Forum will be limited to 5 minutes or otherwise at the discretion of the Chairman.

 

SAN FRANCISCO REGIONAL WATER QUALITY CONTROL BOARD

**1.  Consideration of a Resolution to Authorize Acceptance of Grant Funds From the U.S. Environmental Protection Agency to Continue the Cooperative Agreement For the San Francisco Estuary Project .  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

FINANCIAL ASSISTANCE

**2.  Consideration of a Resolution Adopting the State Fiscal Year 2003/04 State Revolving Fund Loan Program Priority List.  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)  [As previously noticed, comments will be accepted until 5:00 p.m., June 2, 2003].

 

WATER QUALITY

**3.  Consideration of a Resolution Authorizing the Executive Director, or Designee, to Sign a Cooperative Agreement (CA) with the Department of the Navy to Provide Regulatory Oversight of Site Remediation Activities at all Navy Facilities.  (The Board will consider, at a Board meeting, whether to adopted the proposed resolution.)

 

**4.  Consideration of a Resolution Approving an Amendment to the Water Quality Control Plan for the Los Angeles Region to Incorporate Language Authorizing Compliance Schedules in NPDES Permits.  (The Board will consider, at a Board meeting, whether to approve the proposed amendment.)

 

**5.  Consideration of a Resolution Approving an Amendment to the Water Quality Control Plan for the Central Valley Region, Sacramento River and San Joaquin River Basins to (1) Update Water Quality Objectives for Bacteria to Protect Water Contact Recreation, (2) Clarify and Update Language, and (3) Edit the Water Quality Objective for Bacteria in Groundwater.  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

**6.  Consideration of a Resolution Authorizing the Executive Director or Designee to Apply for and Accept Fiscal Year (FY) 2003-04 Clean Water Act Section 106 Water Pollution Control Program Grant, Plus Any Carry-Over FY 2002-03 Grant Funds, and to Negotiate, Approve, and/or Amend the Grants and the Workplans. (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

 

Closed Session Items

(Please note Closed Sessions are not open to the public)

 

WATER RIGHTS (This is authorized under Government Code section 11126(c)(3).)

The Board will be meeting in closed session to deliberate on a proposed order prepared after a hearing on petitions for change and extension of time filed by Oroville-Wyandotte Irrigation District and Yuba County Water District on Permits 1267, 1268, 1271, 2492, 11516 and 11518 (Applications 1651, 2142, 2979, 2778, 13957 and 14113). The permits authorize diversion from Lost Creek, Sly Creek, South Fork Feather River and Slate Creek in Butte and Yuba Counties.

 

LITIGATION (This is authorized under Government Code section 11126(e)(1).)

The Board will be meeting in closed session to discuss ongoing litigation in the case of Browns Valley Irrigation District v. State Water Resources Control Board, Yuba County Water Agency, et al., Real Parties in interest, and Consolidated Actions (Yuba County Superior Court, No. CV PT 02-0000224 (lead file).)

**These items are expected to be routine and noncontroversial and there will be no discussion unless requested by a Board Member, staff or interested party.  If such a request is made, the item will be considered separately.

 

A quorum of the Board will be meeting with the Board of Forestry in Sonora on June 4 to discuss water quality issues associated with timber harvest operations.  Details of the meeting can be found on the Board of Forestry’s web site at http://www.bof.fire.ca.gov/board/board_current_docs.aspx.
