includes informal discussion of items to be presented for action at a future
business meeting. People who are interested
in items on the agenda are urged to attend workshops as they may miss valuable
discussion that will not be repeated at the Board meeting. NOTE:
There is no voting at workshops.
Items requiring Board action must come to a Board meeting.
Please
note time limitations on presentations may be imposed. The State Board

All visitors are required to sign in and receive

The Visitor and Environmental Services Center is located just inside and
to the left of the Cal/EPA Building's public entrance. Valid picture identification may be required
due to the security level so please allow up to 15 minutes for this process.
PUBLIC FORUM
Any member of the public
may address and ask questions of the Board relating to any matter within the
Board's jurisdiction, provided the matter is not on the Board's agenda or
pending before the Board or a Regional Board.
Note: Presentations at the
Public Forum will be limited to 5 minutes or otherwise at the discretion of the
Chairman.

That Require Certification for Underground Storage Tank Operators, Installers,
Service Technicians, and Inspectors. (The Board will consider, at a Board meeting,
whether to adopt the proposed resolution.)

whether to adopt the proposed order approving the Petition in part and remanding
the request to the Regional Board.)

12. Consideration of a Resolution
Adopting the Amended Consolidated Toxic Hot Spots Cleanup Plan and Approving
the Functional Equivalent Document (FED). (The
Board will consider, at a Board meeting, whether to adopt the amended plan
and approve the FED.) [As previously noticed, participants should
submit written comments by 5:00 p.m., October 28, 2003.]
FINANCIAL ASSISTANCE
**1. Consideration
of the Adoption of a Regulation Setting Fees for the Wastewater Treatment
Plant Classification and Operator Certification Program. (The Board will consider whether to adopt the
proposed regulations.) [As
previously noticed, the written comment period closed 5:00 p.m., October 13,

**2. Consideration of Adoption
of the Revised Appendix to the Conflict of Interest Code. (The Board will consider, at a Board meeting,
whether to adopt a revised appendix to the State Board Conflict of Interest
Code.)

Resolution Authorizing Approval Of An Interagency Agreement Between the State
Water Resources Control Board (SWRCB) and the State Board Of Equalization
(BOE) To Bill And Collect Water Right Fees And Expenses. (The Board will consider, at a Board Meeting,
whether to adopt the proposed resolution.)

Resolution Adopting Regulations Regarding Red Tags for Underground Storage
Tanks. (The Board will consider,

5. Consideration
of a Resolution Approving an Amendment to the Water Quality Control Plan for
the Los Angeles Region to Suspend the Recreational Beneficial Uses in Engineered
Channels During Unsafe Wet Weather Conditions. (The
Board will consider, at a Board meeting, whether to approve the proposed amendment.)
6. Consideration of a
Resolution Approving an Amendment to the Water Quality Control Plan for the
Los Angeles Region Incorporating a Total Maximum Daily Load for Bacteria at
Marina Del Rey Harbor Mothers’ Beach And Back Basins. (The Board will consider,
at a Board meeting, whether to approve the proposed amendment.)
7. Consideration of a Resolution
Approving an Amendment to the Water Quality Control Plan for the Los Angeles
Region Incorporating a Total Maximum Daily Load for Nitrogen Compounds in
the Santa Clara River. (The
Board will consider, at a Board meeting, whether to approve the proposed amendment.)
8. Consideration
of a Resolution Approving an Amendment to the Water Quality Control Plan for
the Los Angeles Region Incorporating a Total Maximum Daily Load for Nitrogen
Compounds and Related Effects in the Los Angeles River and its Tributaries.
(The Board will consider, at a Board meeting,
whether to approve the proposed amendment.)
9. Consideration
of an Order Adopting Statewide General Waste Discharge Requirements for Dredged
or Fill Discharges That Have Received State Water Quality Certification (General
WDRs). (The
Board will consider, at a Board meeting, whether to adopt the order.) [As previously noticed, written comments must
be received by 5:00 p.m., October 28, 2003.]

WATER RIGHTS (This is
authorized under Government Code section 11126(c)(3).)
The Board will be meeting in closed session
to deliberate on a proposed order prepared after a hearing on petitions for
change and extension of time filed by South Feather Water and Power Agency
(formerly Oroville-Wyandotte Irrigation District) and Yuba County Water
District on Permits 1267, 1268, 1271, 2492, 11516 and 11518 (Applications 1651,
2142, 2979, 2778, 13957 and 14113). The permits authorize diversion from Lost
Creek, Sly Creek, South Fork Feather River and Slate Creek in Butte and Yuba
Counties.
