All visitors are
required to sign in and receive a badge prior to attending any meeting. The Visitor and Environmental Services
Center is located just inside and to the left of the Cal/EPA Building's public
entrance. Valid picture identification
may be required due to the security level so please allow up to 15 minutes for
this process.
PUBLIC FORUM
Any member of the public may address and ask questions
of the Board relating to any matter within the Board's jurisdiction, provided
the matter is not on the Board's agenda or pending before the Board or a
Regional Board. Note: Presentations at the Public Forum will be
limited to 5 minutes or otherwise at the discretion of the Chairman.
**1. Consideration
of a Resolution Approving Proposals, and Authorizing Issuance of Contracts
and Amendments to Implement the Consolidated Watershed Protection, Watershed
Management, and Nonpoint Source Pollution Control Grants. (The Board will consider, at a Board meeting, whether
to adopt the proposed regulations.)
**2. Consideration
of a Resolution Approving an Amendment to the Water Quality Control Plan for
the Los Angeles Region to Revise the Water Quality Objective for Chloride
in the Lower Santa Clara River. (The Board will consider, at
a Board meeting, whether to approve the proposed amendment.)
**3. Consideration of a Resolution
Authorizing Execution of Contracts and Amendments to Implement Statewide Comprehensive
Groundwater Quality Monitoring in the Groundwater Ambient Monitoring Assessment
(GAMA) Program. (The Board will consider, at a
Board meeting, whether to adopt the proposed
resolution.)
**4. Public Scoping Meeting
for Proposed California Ocean Plan Amendments:
1) Choice of Indicator Organisms for Water-Contact Bacterial Standards;
2) Establishing a Fecal Coliform Standard for Shellfish Harvesting Areas;
3) Reclassifying “Areas of Special Biological Significance (ASBS)” to
“State Water Quality Protection Areas (SWQPAs)” and Establishing Implementation
Provisions for Discharges Into SWQPAs; and 4) “Reasonable Potential”: Determining the Likelihood That the Concentration
of a Pollutant Would Cause or Contribute to an Exceedance of Water Quality
Standards. (The Board will receive input
on the scope and content of the environmental information, which should be
included in the draft Functional Equivalent Document (FED) that will be prepared
for the proposed amendments. Comments should be limited to the four issues
identified and help in identifying the range of actions, alternatives, mitigation
measures, and potential significant effects to be analyzed in depth in the
FED and in eliminating from detailed study issues found not to be important.)
5. Progress Report From the North Coast Regional
Water Quality Control Board on Regional Board Actions to Address Water Quality
Issues Related to Timber Harvesting in the Watersheds of Elk River, Freshwater
Creek and Three Tributaries of the Eel River. (Information
Item Only. The Board will receive
a progress report from the North Coast Regional Board pursuant to provisions
of Order WQO 2002-0004 adopted on January 23, 2002, and Order WQO 2002-0019
adopted on October 17, 2002.)

6. Consideration of a Proposed
Order on Petitions for Change and Extension of Time Filed by South Feather
Water and Power Agency (Formerly Oroville-Wyandotte Irrigation District) and
Yuba County Water District. The Permits
Authorize Diversion from Lost Creek, Sly Creek, South Fork Feather River and
Slate Creek in Butte and Yuba Counties.
(The Board will consider, at
a Board meeting, whether to adopt the proposed order.)
7. Consideration
of a Proposed Order Imposing Administrative Civil Liability Against Licenses
13444 and 13274 of Lloyd L. Phelps, Jr.; License 13194 of Joey P. Ratto, Jr.;
License 13315 of Ronald D. Conn. (The
Board will consider, at a Board Meeting, whether to adopt the proposed order.)
8. Consideration of a Resolution
Adopting the Policy for the Implementation and Enforcement of the Nonpoint
Source Pollution Control Program and Approving the Functional
Equivalent Document (FED). (The Board
will consider, at a Board meeting, whether to adopt the proposed resolution and approve the FED.) As previously noticed, all interested parties
are requested to submit their comments no later than 5:00 p.m., January 30,
2004 via mail or fax.

LITIGATION (This closed session is authorized under Government
Code section 11126(e)(1).)
(The Board will be meeting in closed session
to discuss ongoing litigation in the case of San Francisco BayKeeper et al.
v. California State Water Resources Control Board (Sacramento County Superior
Court, No. 99CS01929).
WATER
RIGHTS (This closed session is authorized under
Government Code 11126(c)(3).)
The Board will meet in closed session to deliberate
on a proposed order regarding a Petition for Long-Term Change filed by Merced
Irrigation District and Modesto and Turlock Irrigation Districts, involving the
transfer of up to 47,000 acre-feet of water for the purpose of increasing the
San Joaquin River flows during April and May of certain years.
Consideration of a proposed order imposing
