WATER QUALITY
1. Consideration
of an Order Adopting Statewide General Waste Discharge Requirements for Dredged
or Fill Discharges to Waters Deemed by the U.S. Army Corps of Engineers to
be Outside of Federal Jurisdiction (General WDRs) and Consideration of a Mitigated
Negative Declaration for the General WDRs. (The Board will
consider, at a Board meeting, whether to approve the proposed water quality
order and resolution.) As previously
noticed, written comments must be received no later than 5:00 p.m., January
5, 2004.
2. Consideration of a Resolution
Approving an Amendment to the Water Quality Control Plan for the Los Angeles
Region to Incorporate a Total Maximum Daily Load for Chloride in the Upper
Santa Clara River. (The
Board will consider, at a Board meeting, whether to approve the proposed amendment.)

Consideration of a Resolution Approving an Amendment
to the Water Quality Control Plan for the Lahontan Region to Revise Waste
Discharge Prohibition Exemption Criteria for the Mojave Hydrologic Unit. (The

Forestry Association for Review of Conditional Waiver of Waste Discharge Requirements for Discharges Related
to Timber Harvest Activities in the Lahontan Region, Resolution No. R6T-2003-0001,
Issued by the California Regional Water Quality Control Board, Lahontan Region. SWRCB/OCC File A-1546. (The Board will consider, at
a Board meeting, whether to adopt the proposed order approving the issuance
of the Waiver, but striking certain provisions due to vagueness, and including a provision indicating that the Waiver’s terms
do not apply to discharges requiring a National Pollutant Discharge Elimination
System (NPDES) permit.) As previously
noticed, written comments on the draft order must be received by the Office
of Chief Counsel no later than 5:00 p.m., January 2, 2004.
7. In the Matter of the Petitions of California Forestry Association; and Environmental

of Chief Counsel no later than 5:00 p.m., January 2, 2004.
8. In
the Matter of the Petition of the Environmental Protection Information Center
and the Humboldt Watershed Council Regarding the Interim Categorical Waivers
for Discharges Related to Timber Operations (Order Nos. R1-2002-0109 and R1-2003-0116,
North Coast Region) , Issued by the California Regional Water Quality Control
Board, North Coast Region. SWRCB/OCC
File A-1539. (The
Board will consider, at a Board meeting, whether to adopt the proposed order
setting aside the waiver adopted by the North Coast Regional Board.) As previously noticed, written comments on
the draft order must be received by the Office of Chief Counsel no later than
5:00 p.m., January 2, 2004.

LITIGATION
(This closed session is authorized under
Government Code section 11126(e)(1).)
The Board will be meeting in closed session to
discuss ongoing litigation in the case of El Dorado
Irrigation District v. SWRCB (Sacramento
County Superior Court, No. 01CS01319.
