PUBLIC FORUM
Any member of the public may address and ask questions of the Board relating to any matter within the State Water Resources Control Board’s jurisdiction provided the matter is not on the State Water Board agenda, or pending before the California Water Boards. Presentations at the Public Forum will be limited to 5 minutes or otherwise at the discretion of the Chairman.



CONSENT AGENDA (Items 1-6)

FINANCIAL ASSISTANCE
1. Consideration of a resolution authorizing the Executive Director to apply for, accept, and/or amend a federal Clean Water Act section 319(h) grant, and authorizing execution and amendment of contracts for support of the Nonpoint Source Program

2. Consideration of a resolution approving the Clean Water State Revolving Fund State Fiscal Year 2004/2005 Intended Use Plan and federal Fiscal Year 2005 federal capitalization grant acceptance

3. Consideration of a resolution adopting a water recycling facilities planning grant for Seeley County Water District; Water Recycling Project No. WRCP-3702-010

4. Consideration of a resolution authorizing a $5,000,000 agricultural drainage loan program low interest loan contract to the Del Puerto Water District for an irrigation improvement project

5. Consideration of a resolution approving projects and authorizing issuance of grants from Propositions 40 and 50 to implement the Agricultural Water Quality Grant Program

6. Consideration of a resolution approving an amendment to the Water Quality Control Plan for the North Coast Region to add language summarizing existing Antidegradation policies

7. Consideration of a resolution approving portions of an amendment to the Water Quality Control Plan for the San Francisco Bay Region to incorporate a Total Maximum Daily Load for mercury in San Francisco Bay

8. Consideration of adoption of an order in the matter of the petition of the City of Manteca for review of Waste Discharge Requirements Order No. R5-2004-0028 [NPDES No. CA0081558] and Cease and Desist Order No. R5-2004-0029 for the Manteca Water Quality Control Facility, issued by the Central Valley Water Board, SWRCB/OCC File A-1634 (Written comments on the draft order must be received by 5:00 p.m., February 25, 2005.)



The Board encourages submittal of written comments. Unless otherwise specified, written comments must be submitted by 12:00 p.m., February 28, 2005 and will not be accepted after that time. Time limitations on presentations may be imposed.
