The meeting was called to order by John Caffrey, Chairman, April 1, 1998, at 10:30 a.m., in the First-Floor Hearing Room, 901 "P" Street, Sacramento, California.

REGULATIONS

10. Consideration of a Resolution to Adopt an Emergency Regulation to Implement Section 411 of Title IV of the Federal Personal Responsibility and Work Opportunity Reconciliation Act of 1996. (Note: Items 1-9 were Workshop discussion items)

Jorge Leon, Office of Chief Counsel, presented the item recommending adoption of the proposed resolution declaring the existence of a condition of emergency, adopting the proposed regulation on an emergency basis, and authorizing the Executive Director to transmit it to the Office of Administrative Law.

Wendell Kido addressed the Board.

Motion: The Board unanimously adopted the resolution. Resolution 98-028
