CALL TO ORDER
The meeting was called to order by John Caffrey, Chairman, December 3, 1998, at 9:02 a.m.,
in the First-Floor Hearing Room, 901 "P" Street, Sacramento, California

PUBLIC FORUM
Michael Meister Miller addressed the Board concerning the scientific methodolgies used by the State and Regional Boards.
WATER RIGHTS
1. Consideration of a Proposed Order Extending the Effective Term of Order WR 95-6 and Adding New Temporary Conditions to the Water Right Permits for the State Water Project and the Central Valley Project.
Tom Howard, Division of Water Rights, presented the item noting an errata sheet
prepared in response to written comments from interested parties. Mr. Howard
recommended approval of the proposed order, including the errata sheet. The proposed
order is an interim order that continues, as modified, the temporary terms and conditions
set forth in Order WR 95-6 and also adds new, temporary conditions to the water rights of
the SWP and the CVP.
Messrs. Schulz, Sandino, Brandt, O\'Laughlin, Herrick, Nomellini, Maddow, Garner, Campbell, Gallery, and Mses. Cahill and Herrigfeld addressed the Board.
Barbara Liedigh responded to some of the comments and stated that if this Order is
adopted today it would take effect immediately.
Following discussion by the Board, staff was directed to also make a revision to page 13, first paragraph, line 10: change "guaranteed" to "projected".
Motion: By roll call vote, the Board unanimously adopted the proposed order, including the errata sheet and the additional revision on page 13. Water Rights Order 98-09

The Chairman recessed the meeting at 10:28 a.m. and re-opened the meeting at 10:31 a.m. for the Public Forum.
