1. Proposed
Water Right Order Regarding Natomas Central Mutual Water Company's Petition for
a Temporary Water Transfer (Licensed Applications 534, 1056, 1203, 1413, 15572,
and 22309).
As directed by the Board at the December 15, 1999 Board
Meeting, no additional comments would be accepted. No staff presentation was made.
The Board considered the two errata sheets prepared for the December 15
meeting and a third errata sheet prepared for this meeting.
Motion: By roll call vote, the Board unanimously
adopted the proposed order approving in part and denying in part Natomas's
petition, including the revisions contained in the three errata sheets. Water Rights Order 99-012

2. Consideration of Adoption of a Resolution Certifying: (1) the
Final Environmental Impact Report
for Implementation of the Water
Quality Control Plan for the San Francisco Bay/Sacramento-San
Joaquin Delta Estuary (SCH #
97-122056), and (2) the Final Environmental Impact Report for the Consolidated
and Conformed Place of Use (SCH # 97-122042).

Consideration of a Proposed Decision Which: (1) Implements the Water
Quality Objectives for
the San Francisco Bay/Sacramento-San Joaquin Delta
Estuary, (2) Approves a Petition to Change
Points
of Diversion of the Central Valley Project and the State Water Project in the
Southern Delta,
and
(3) Approves a Petition to Change Places of Use and Purposes of Use of the
Central Valley Project.
Tom
Howard, Division of Water Rights, presented Item Nos. 2 and 3. Mr. Howard noted that there were changes to
the FEIR for the Consolidated and Conformed Place of Use, and an errata sheet
showing revisions to the draft decision.
Mr. Howard recommended adoption of the resolution (certifying the FEIRs)
and the draft decision, including the staff recommended revisions to the draft
decision.

The Board directed the staff to consider the December
28 comments and, if necessary, prepare a revised errata sheet with
recommendations for Board consideration on December 29, 1999.
The Board also directed that no further public comment
would be heard.
The Chairman adjourned the meeting at 4:05 p.m. on
December 28 and reconvened the meeting at 9:17 a.m. on December 29, 1999.
As directed on December 28, a second errata sheet with suggested
revisions to the draft decision was prepared for Board consideration.
Motion: By roll call vote, the Board unanimously
adopted the resolution
certifying the Final Environmental Impact Report for Implementation of the
