CALL TO ORDER
The meeting was
called to order by Arthur G. Baggett, Jr., Chair, March 18, 2004, at 10:03
a.m., in the Coastal Hearing Room, 1001 I Street, Sacramento, California.

as recommended by staff. The vote was 4 –0. Board Member
Katz was absent for this vote.
Items 8 & 9: Chairman Baggett announced that these items
would not be acted upon today and there would only be a hearing on these 2
items.

1. Consideration of Adoption of the Revised
Appendix to the Conflict of Interest Code.
Motion: The Board unanimously adopted the proposed resolution. Resolution 2004-0009

2. Consideration of a
Resolution to Modify Reimbursement Schedule for the Water Recycling Facilities
Planning Grant Awarded to Olivehurst Public Utility District.
Motion: The Board unanimously adopted the proposed resolution. Resolution 2004-0010
3. Consideration of a
Resolution Approving a Clean Beaches
Initiative Grant for the Southern California Coastal Waters Research
Project.
Motion: The Board unanimously adopted the proposed resolution. Resolution 2004-0011
4. Consideration of a Resolution Approving a
Proposed Interagency Agreement With the California State Coastal Conservancy to
Provide Funding Support for the Coastal Ocean Currents Monitoring Program.
Motion: The Board unanimously adopted the proposed resolution. Resolution 2004-0012
5. Consideration
of a Resolution Adopting Regulations Regarding Red Tags for Underground Storage
Tanks.
Motion: The Board unanimously adopted
the proposed resolution. Resolution 2004-0013

6. Consideration of a
Resolution Approving an Amendment to the Water Quality Control Plan for the
Los Angeles Region Revising Interim Ammonia Effluent Limits Contained
Within a Total Maximum Daily Load (TMDL) for Nitrogen Compounds and Related
Effects in the Los Angeles River and its Tributaries.
Motion: The Board unanimously adopted the proposed resolution. Resolution 2004-0014
WATER QUALITY PETITION
7. In the Matter
of the Petition of the Environmental Protection Information Center and the
Humboldt Watershed Council Regarding the Interim Categorical Waivers for
Discharges Related to Timber Operations (Order Nos. R1-2002-0109 and
R1-2003-0116, North Coast Region), Issued by
the California Regional Water Quality Control Board, North Coast Region. SWRCB/OCC File A-1539.
Dan Frink, Office of Chief Counsel, presented the
item.
William Massey, John Corbett, Michael Lozeau, Sheryl
Shaffner, Brian Stobe and Wayne Whitlock addressed the Board.
The Board took no action on the proposed order and directed staff to place the matter on the agenda for further consideration at the State Board meeting on April 22, 2004.

8. Statewide General National Pollutant
Discharge Elimination System (NPDES) Permit for the Discharge of Aquatic
Pesticides for Aquatic Weed and Pest Control in Waters of the United States.
The Board held a hearing and decided that it
would revise the draft permit and re-circulate it for further comment and a
hearing in May 2004.

United States for Aquatic Mosquito Control.
The Board held a hearing and decided that it
would revise the draft permit and re-circulate it for further comment and a
