Interpretation of adverse effect shall be as derived from the University of California Agricultural Extension Service guidelines provided in Table 3-3 (Central Coast Waterboard Basin Plan, Chapter III, Section II.A.2 Objectives for all Inland and Surface Waters, Enclosed Bays and Estuaries). This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.2 of the Listing Policy.
Twn lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2. Three water quality objectives are assessed: Thirteen of 45 samples exceeded the Cold Freshwater Habitat objective for Dissolved Oxygen. Only 4 exceeded the Warm Freshwater Habitat objective for Dissolved Oxygen, and therefore the listing is based on the Cold Freshwater Habitat objective only. In addition, 24 of 43 samples exceed the general water quality objective for oxygen saturation (when applied as a single sample maximum) and this exceeds the Basin Plan objective which states that the median oxygen saturation value shall not fall below 85% saturation.
Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.
This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Thirteen of 45 samples exceeded the Cold Freshwater Habitat objective and this exceeds the allowable frequency listed in Table 3.2 of the Listing Policy. In addition, 24 of 43 samples exceed the general water quality objective for oxygen saturation (when applied as a single sample maximum) and this exceeds the Basin Plan objective which states that the median oxygen saturation value shall not fall below 85% saturation.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |

This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.3 of the Listing Policy.
Four lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.3 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2. Five of 21 samples exceeded the Water Contact Recreation objective. None of the 21 samples exceeded the Non-contact Recreation objective. It should be noted that related fecal coliform data did not warrant a listing decision.
Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.
This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Five of 21 samples exceeded the Water Contact Recreation objective and this meets or exceeds the allowable frequency listed in Table 3.2 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
