Welcome to the inaugural edition of the North Coast Regional Water Board's Permittee Bulletin and thank you for subscribing.
The goal of this bulletin is to keep you informed about upcoming events, important deadlines, infrastructure funding news and opportunities, items of general interest, and much more. Expect the bulletin content to evolve as time goes on, but our intent is to serve you.

Water Boards is a Paperless Office
Since 2014, The North Coast Regional Water Board has been implementing a paperless office system to reduce paper consumption, anticipate future records management solutions, and improve overall accessibility to Regional Board records and documents in electronic form.
All regulatory documents, submissions, materials, data, and correspondence should be submitted via email in a Portable Document Format (PDF) file in lieu of paper-sourced documents. Staff may request some documents be submitted on paper, particularly drawings or maps that require a large size to be readable, or in other electronic formats where evaluation of data is required. For most regular correspondence, including self-monitoring reports, send documents to our web address at NorthCoast@waterboards.ca.gov and attach the PDF(s) to the email. information in the email should include:
* Document title
* Discharger/Project name
* Program type (Waste Discharge to Land, Land Disposal, Nonpoint Source, Storm Water, Underground Storage Tank, etc.)
* Project identifiers (such as: CIWQS, Global ID, Waste Discharger ID
number, etc.)
* Regional Water Board staff person to receive the document(s)
Permittees who currently submit electronic documents to the California Integrated Water Quality System (CIWQS), GeoTracker, or the Stormwater Multi-Application Reporting & Tracking System (SMARTS) should continue submitting as previously required.

The goal of cyber security is to protect networks, devices, programs, and data from attack, damage or unauthorized access. The ever-evolving capability and sophistication of threats continue to expose the vulnerability of the nation’s critical infrastructure, including the water and wastewater sectors, to cyber-attacks. Cyber security measures must evolve to address new threats that are discovered.
The Cybersecurity and Infrastructure Security Agency (CISA) is the nation’s infrastructure security risk advisor, working with partners to defend against threats and collaborating to build a more secure and resilient infrastructure for the future. Self-Monitoring and Reporting

Self-monitoring is integral to California’s water quality protection program. The California Water Code assigns responsibility to the permittee for much of a facility's compliance sampling.
Self-Monitoring Reports (SMRs) are the primary tool to assess compliance with permit requirements. SMRs are submitted with different frequencies and with different purposes. SMRs contain the information required to assess the quality of a regulated facility's discharge and the facility's compliance with its permit.
SMRs typically include both the data required by the permit as well as any additional data the permittee has collected, consistent with permit requirements. SMRs often include an assessment of discharge conditions, analyses performed by a certified laboratory, and field measurements (such as pH and stream flow). At a minimum, all regulated facilities are required to submit an annual summary report. Most permittees are also required to submit quarterly or monthly reports and other technical reports.
Too often, the self-monitoring reports that are submitted to the Regional Water Board do not contain all the information that is legally required and/or necessary to determine compliance with permit requirements. If requirements are not met, or monitoring reports are not submitted, including annual reports, your facility may be subject to administrative liability complaints that could further result in monetary penalties.

The North Coast Regional Water Quality Control Board is one of nine regional boards in California and is comprised of up to seven part-time Board members appointed by the Governor and confirmed by the Senate. Regional boundaries are based on watersheds and water quality requirements are based on the unique differences in climate, topography, geology and hydrology for each watershed. Each regional board makes critical water quality decisions for its region, including setting standards, issuing waste discharge requirements, determining compliance with those requirements, and taking appropriate enforcement actions.
