Affected use is one branch of the food chain; most sensitive indicator is hatchability in nesting diving birds, significant contributions from oil refineries (control program in place) and agriculture (carried downstream by rivers); exotic species may have made food chain more susceptible to accumulation of selenium; health consumption advisory in effect for scaup and scoter (diving ducks).

This waterbody listing is based exclusively on an unacceptable number of exceedance of the monthly median total coliform indicator. The State Board is finalizing a policy that will result in this indicator no longer being applicable when determining the protection of the contact recreation beneficial use. Therefore, we expect that this waterbody will be de-listed in a subsequent round of assessment provided that water quality is maintained relative to the enterococcus indicator.

This waterbody is being listed due to exceedance of the total coliform water quality objective. We expect that California will no longer apply this objective to this type of water body once it revises water contact recreation objectives in 2017 or 2018. If future data for enterococcus are similar to existing data, we expect to remove this water body from the impaired waters list in a future listing cycle.

This waterbody is being listed due to exceedance of the monthly median total coliform objective. We anticipate that California will soon revise its objectives to protect contact recreation and total coliform will no longer be used in this determination. If future water quality data are similar to currently available water quality information, we anticipate de-listing this waterbody in a future listing cycle. The frequency of exceedance for the enterococcus objective would not result in a listing.

This waterbody remains listed solely due to exceedances of the total coliform objective. The State Board will soon rely on the enterococcus objective for determining whether or not REC1 is impaired in marine and estuarine waters. At that time, this waterbody will likely be eligible for de-listing if current water quality with respect to enterococcus is maintained.

The listing for sediment in Napa River originated from fine sediment impacts to spawning and rearing habitat as noted in the TMDL. The TMDL provides actions to reduce fine sediment input to the non-tidal portions of the main stems and all freshwater tributaries. When the Napa River was a single water body segment, the impairment and TMDL applied to entire main stem segment. Now that we have separated Napa River into tidal and non-tidal segments for the Integrated Repot purposes, we apply the listing for sediment to the non-tidal segments to be consistent with the impairment analyses and implementation actions required in the TMDLs.

Current data indicate fish consumption and wildlife consumption impacted uses: health consumption advisory in effect for multiple fish species including striped bass and shark. Major source is historic: gold mining sediments and local mercury mining; most significant ongoing source is erosion and drainage from abandoned mines; moderate to low level inputs from point sources: water quality objective exceedances. Elevated sediment levels and elevated tissue levels.

This waterbody was already listed for sediment toxicity in a previous listing round. Thus, this is not a new listing. The previous decision field is in error because it is referring to the previous decision for water toxicity. Now that water and sediment toxicity are combined, the current listing will be for toxicity, but it is important to keep in mind that the toxicity is for the sediment compartment.

The listing for sediment in Sonoma Creek originated from fine sediment impacts to spawning and rearing habitat as noted in the TMDL. The TMDL provides actions to reduce fine sediment input to the non-tidal portions of the main stems and all freshwater tributaries. When Sonoma Creek was one water body segment, the impairment and TMDL applied to entire main stem segment. Now that we have separated Sonoma Creek into tidal and non-tidal segments for the Integrated Report, we apply the listing for sediment only to the non-tidal segment to be consistent with the impairment analyses and implementation actions required in the TMDL.
