DWSRF Planning Funding Process

Application Review		Division	Process	Upon receiving the General application package, DFA assigns a Project Manager (PM) and ranks the project on the Comprehensive List. A project must be on the current Comprehensive List to be considered for financing, but placement on the list does not constitute a commitment to provide funding.
		Applicant	Submittal	DFA schedules kickoff meeting/call. Applicant submits any outstanding application information including financial or legal documents, scope of work and budget, etc. to DFA.
		Division	Process	Upon receiving completed application package (General, Technical, Financial Security, and Environmental application components) DFA reviews for project scope, budget, time line, plans and specs, etc.

Financial Assistance Agreement		Division	Executable Deliverable	Upon completion of the Application Review, DFA will prepare Financing Agreement. After the contract is executed, reimbursement requests for soft costs may be submitted to DFA. Project direct soft costs incurred prior to the Agreement are eligible.

Project Planning Design & Reimbursement Requests		Applicant	Submittal Deliverable	Applicant proceeds with approved scope of work and submits claims for reimbursement at a regular interval as defined in the Financial Agreement for DFA review and approval.
Project Planning Design & Reimbursement Requests		Division	Deliverable Process	DFA reviews and comments on each phase of project deliverables as outlined in the Financing Agreement.

Project Disbursements		Division	Reimbursement	During the project and prior to project closeout DFA reviews Applicant’s claims for reimbursement and provides repayment in approximately 45 days from receipt of a clean claim.

Project Completion Date		Applicant	Date	Applicant and DFA determine project completion date. The first repayment is due no later than one year later, with repayments occurring semi-annually in January and July.
Project Completion Date		Applicant	Submittal	During and once construction is completed the Applicant notifies DFA for project inspections as appropriate and submits a final planning project closeout documents.
