Financial Assistance Programs – Grants and Loans
Lake Elsinore and San Jacinto Watershed Program (Chapter 6, Article 6)
Amount: Lake Elsinore and San Jacinto Watershed Program - $15 million for grants to fund specified types of projects in the Lake Elsinore and San Jacinto Watershed.
Appropriations: Subject to appropriation by the Legislature.
Program Description
This is a new program that will provide local assistance to a joint powers agency for watershed management and flood control projects consistent with the Lake Elsinore Management Plan that accomplish one or more of the following:
- Preserve agricultural land
- Protect wildlife habitat
- Protect and enhance recreational resources
- Improve lake water quality
Historical Implementation
The SWRCB has previously provided loan funding to SAWPA, one of the joint powers member agencies, for similar types of projects.
Implementation Process/Timetable
- May 2000 - Locals formed a joint powers agency.
- June 2000 - Governor signed the State Fiscal Year (FY) 2000-01 Budget, including $8 million for the Elsinore and San Jacinto Watershed Program.
- September 2000 - SWRCB will initiate a contract with the joint powers agency or their designated representative regarding program management.
- December 2000 - The joint powers agency will provide SWRCB a priority list of projects for FY 2000-01.
- FY 2000-01 - SWRCB approves, as necessary, individual projects for funding.
- March 2000 - The joint powers agency provides SWRCB Priority List of Projects for FY 2001-02.
- FY 2001-02 - SWRCB approves, as necessary, individual projects for funding.
