Lake Elsinore and San Jacinto Watershed Program (Chapter 6, Article 6)

Amount: Lake Elsinore and San Jacinto Watershed Program - $15 million for grants to fund specified types of projects in the Lake Elsinore and San Jacinto Watershed.

Appropriations: Subject to appropriation by the Legislature.

Program Description
This is a new program that will provide local assistance to a joint powers agency for watershed management and flood control projects consistent with the Lake Elsinore Management Plan that accomplish one or more of the following:

Preserve agricultural land
Protect wildlife habitat
Protect and enhance recreational resources
Improve lake water quality

Historical Implementation
The SWRCB has previously provided loan funding to SAWPA, one of the joint powers member agencies, for similar types of projects.

Implementation Process/Timetable

May 2000 - Locals formed a joint powers agency.
June 2000 - Governor signed the State Fiscal Year (FY) 2000-01 Budget, including $8 million for the Elsinore and San Jacinto Watershed Program.
September 2000 - SWRCB will initiate a contract with the joint powers agency or their designated representative regarding program management.
December 2000 - The joint powers agency will provide SWRCB a priority list of projects for FY 2000-01.
FY 2000-01 - SWRCB approves, as necessary, individual projects for funding.
March 2000 - The joint powers agency provides SWRCB Priority List of Projects for FY 2001-02.
FY 2001-02 - SWRCB approves, as necessary, individual projects for funding.
