Regional Board Conclusion:	This pollutant is being considered for placement on the section 303(d) list under section 3.1 of the Listing Policy. Under section 3.1 a single line of evidence is necessary to assess listing status. Two lines of evidence are available in the administrative record to assess this pollutant. None of the 53 samples exceed the water quality objectives for either Cold or Warm Freshwater Habitat. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. None of the 53 samples exceed the water quality objectives for either Cold or Warm Freshwater Habitat. and this does not exceed the allowable frequency listed in Table 3.1 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Conclusion:	This pollutant is being considered for placement on the section 303(d) list under section 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status. Six lines of evidence are available in the administrative record to assess this pollutant. Three water quality objectives are assessed: None of the 67 samples exceed the water quality objectives for Cold and Warm Freshwater Habitat. In addition, none of 63 samples exceed the general water quality objective for oxygen saturation (when applied as a single sample maximum). However, the Basin Plan objective states that the median oxygen saturation value shall not fall below 85% and the median value did not exceed this criterion. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. None of the 67 samples exceed the water quality objectives for Cold and Warm Freshwater Habitat and this does not exceed the allowable frequency listed in Table 3.2 of the Listing Policy. In addition, the median value did not exceed the General Objective. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Conclusion:	This pollutant is being considered for placement on the section 303(d) list under section 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status. Fifteen lines of evidence are available in the administrative record to assess this pollutant. Thirteen of 60 samples exceed the Cold and Warm Freshwater Habitat water quality objectives and 39 of 60 samples exceed the water quality objectives for Municipal & Domestic Supply, Non-Contact Recreation and Water Contact Recreation. However, there are no anthropogenic sources or land uses in this watershed that could cause elevated pH levels, and all other indicators show extremely high water quality in this drainage. The geology of the Big Sur Coast is the likely cause of elevated pH in Big Creek and other Big Sur coastal watersheds. The Big Creek watershed in on the boundary of two formations, Salinian and Franciscan. These are both marine formations and likely composed of CaCO3. In fact, the Franciscan Formation is also refer to as "Muddy Sandstone". Dave Rundio, a Biologist working for the National Marine Fisheries Service, has documented the formation of a calcium carbonate travertine crust on the substrate of Devils Creek (a tributary to Big Creek). This crust is typically scoured away each year in the wet season. Therefore staff do not recommend placing this water segment-pollutant combination on the section 303(d) list because staff believe the elevated pH levels are a natural condition. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. The geology of the Big Sur Coast is the likely cause of elevated pH in Big Creek and other Big Sur coastal watersheds. Therefore staff do not recommend placing this water segment-pollutant combination on the section 303(d) list because staff believe this is a natural condition. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.
