Regional Board Conclusion: This pollutant is being considered for removal from the section 303(d) list under section 4.1 of the Listing Policy. Under this section a single line of evidence is necessary to assess listing status.

Three lines of evidence are available in the administrative record to assess this pollutant. However, LOE #1871 is disregarded and replaced by LOE #9469 because LOE #9469 contains all of the information in LOE #1871, as well as additional information collected between January 2006 and December 2006. LOE #1871 is not included in the current assessment.

Two LOEs are assessed for this pollutant. Twenty-five of 73 samples exceed the General water quality objective as it applies to the Cold Freshwater Habitat beneficial use.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination from the section 303(d) list.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Twenty-five of 73 samples exceed the General water quality objective as it applies to the Cold Freshwater Habitat beneficial use and this exceeds the allowable frequency listed in Table 4.1 of the Listing Policy.
4. Pursuant to section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are met.
 
Regional Board Decision Recommendation: After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be removed from the section 303(d) list because applicable water quality standards for the pollutant are being exceeded.

Three lines of evidence are available in the administrative record to assess this pollutant. Four lines of evidence are assessed: LOE #1870 is disregarded and replaced by LOE #11174 because LOE #11174 contains all of the information in LOE #1870, as well as additional information collected between January 2006 and December 2006. LOE #1870 is not included in the current assessment.

Two LOEs are available for this assessment. Forty-eight of the 55 samples exceed the Water Contact Recreation Objective and Twenty-three of the 55 samples exceed the Non-Contact Recreation Objective.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination from the section 303(d) list.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Forty-eight of 55 samples exceed the Water Contact Recreation Objective and 23 of the 55 samples exceed the Non-Contact Recreation Objective. Each of these exceeds the allowable frequency calculated from the equation in Table 4.2 of the Listing Policy.
4. Pursuant to section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are met.

The other 8 LOEs assess data collected in the Reclamation Canal since 1999. Thirty-nine of 178 samples exceed the dissolved oxygen water quality objective for Warm Freshwater Habitat and 71 of 110 samples exceed the general water quality objective for oxygen saturation (when applied as a single sample maximum). Regional Board Conclusion: This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.1 of the Listing Policy.

Three lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.1 the site exceeded numeric objectives for toxic pollutants. Using the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.1.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.

Regional Board Conclusion: This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.1 of the Listing Policy.

Five lines of evidence are available in the administrative record to assess Nitrate as a biostimulatory substance that is impairing aquatic life beneficial uses. Based on section 3.1 the site exceeded numeric objectives for toxic pollutants. Using the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.1. A total of 246 out of 259 samples exceeded the Numeric Nutrient Endpoint for Nitrate in the Central Coast Region, set to protect aquatic life beneficial uses and this supports rejection of the Null Hypothesis.

The following is additional supporting evidence for the biostimulatory problem in The Salinas Reclamation Canal:
1) Dissolved oxygen measurements for this water body ranged from 0.30 mg/L to 20.00 mg/L, far below Warm Freshwater Habitat water quality objectives. In addition, this waterbody exceeds the upper dissolved oxygen limit established for both Cold and Warm water Beneficial Uses is 13.0 mg/L (NNE Technical Report, 2009). This waterbody is also listed for Low Dissolved Oxygen.

2) Using CCAMP data, the California Benthic Biomass Tool, v. 13 (Tetratech, 2007) predicted a benthic algal contribution to oxygen deficit for this water body of 3.66 mg/L exceeding the maximum benthic algal contribution to oxygen deficit established by Central Coast staff of 1.25 mg/L (NNE Technical Report, 2009).

3) Water column chlorophyll a concentrations in the Reclamation Canal ranged from 0.60 ug/L to 150.0 ug/L. The screening level for chlorophyll a is 40 ug/L.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. A total of 246 out of 259 samples exceeded the Evaluation Guideline for Nitrate established for aquatic life beneficial uses using the Numeric Nutrient Endpoint tool and this exceeds the allowable frequency listed in Table 3.1 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Conclusion: This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.2 of the Listing Policy.

Three lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.

In addition, A recent publication (Steelhead/Rainbow Trout (Oncorhynchus mykiss) Resources South of the Golden Gate, California (Becker, G.S and I.J Reining, October 2008) identifies Salinas Reclamation Canal as having "Definite run or population" and specifically states that it is an important migration corridor to the upper reaches of Gabilan Creek. Therefore this Turbidity Evaluation Guideline is relevant to the waterbody.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Seventy-two of 99 samples exceeded the Evaluation Guideline (Sigler et al., 1984) applied to protect for aquatic life beneficial uses and this exceeds the allowable frequency listed in Table 3.2 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.
 
Regional Board Decision Recommendation: After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be placed on the section 303(d) list because applicable water quality standards are exceeded and a pollutant contributes to or causes the problem.

Regional Board Conclusion: This pollutant is being considered for placement on the section 303(d) list under section 3.1 and section 3.6 of the Listing Policy. Under section 3.1 a single line of evidence is necessary to assess listing status.

Six lines of evidence are available in the administrative record to assess this pollutant in water samples. Twenty of the samples were toxic to test organisms (exhibited a significant increase in mortality or decrease in cell density compared to the laboratory control) and therefore exceed the narrative General Objective for toxicity, set to protect for aquatic life beneficial uses.

The following is a summary of the results from individual toxicity tests. One of the 18 samples (tested for toxicity to plants), exceed the narrative General Objective for toxicity. In addition, One of the 14 samples (tested for toxicity to vertebrate test organisms), exceed the narrative General Objective for toxicity. Regional Board Conclusion: This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.2 of the Listing Policy.

Twelve lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2.

Data Used to Assess Water Quality: The Salinas Reclamation Canal is currently listed on the 303(d) list as impaired for nitrate. Regional Board staff proposed delisting this water body for nitrate. The Salinas Reclamation Canal is located in the lower Salinas River watershed. It was placed on the 303(d) list in 2002. The Salinas Reclamation Canal was listed as impaired for nitrate because data indicated that the nitrate water quality objective protecting the MUN beneficial use was being exceeded. The nitrate water quality objective protecting the MUN beneficial use is 10 mg/L-N. The Salinas Reclamation Canal was erroneously listed as impaired for nitrate because it was assumed that this water body is designated to support the MUN beneficial use. However, the Salinas Reclamation Canal is not designated to support the MUN beneficial use, and the nitrate water quality objective therefore does not apply.CCAMP and CCoWS datasets.
