None of the 13 samples exceed the General water quality objective as it applies to the Cold Freshwater Habitat beneficial use. Interpretation of adverse effect shall be as derived from the University of California Agricultural Extension Service guidelines provided in Table 3-3 (Central Coast Waterboard Basin Plan, Chapter III, Section II.A.2 Objectives for all Inland and Surface Waters, Enclosed Bays and Estuaries). In Table 3-3 of the Basin Plan (page III-8), water quality guidelines state that severe problems may occur when chloride exceeds 106 mg/L in irrigation supply water.

Under section 3.2 a single line of evidence is necessary to assess listing status. Six lines of evidence are available in the administrative record to assess this pollutant. None of the 14 samples exceed the water quality objectives for Agricultural Supply, Cold or Warm Freshwater Habitats. However, one of the 14 samples exceed the numeric objectives for Municipal & Domestic Supply, Non-Contact Recreation and Water Contact Recreation. Regional Board Conclusion:	This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.2 of the Listing Policy. Eight lines of evidence are available in the administrative record to assess these pollutants. Two water quality objectives are assessed: Four of the 16 samples exceed the dissolved oxygen water quality objective for Cold Freshwater Habitat but none of the 16 samples exceed the dissolved oxygen water quality objective for Warm Freshwater Habitat. However, 12 of 16 samples (and therefore the median value) exceed the general water quality objective for oxygen saturation. Therefore, this exceed the Basin Plan objective which states that the median oxygen saturation value shall not fall below 85%. Data were collected in the creek lagoon and therefore are not representative of the upstream creek year round. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2.
