The modified OEHHA Fish Contaminant Goal for lindane in fish tissue is 4.6 ppb. This screening level assumes an average body weight of 70 kg and a consumption rate of 32 g/day for a 30 year exposure over a 70-year lifetime. This constituent is a carcinogen therefore the risk level is set to one in a million. A cooking reduction factor of 1 is applied for skin-off fillets. |

Per the Basin Plan (NCRWQCB 2011): No individual pesticide or combination of pesticides shall be present in concentrations that adversely affect beneficial uses. There shall be no bioaccumulation of pesticide concentrations found in bottom sediments or aquatic life. Waters designated for use as domestic or municipal supply shall not contain concentrations of pesticides in excess of the limiting concentrations set forth in California Code of Regulations, Title 22, Division 4, Chapter 15, Article 4, Section 64444, and listed in Table 3.2 of the Basin Plan. |

Evaluation Guideline: |
The modified OEHHA Fish Contaminant Goal for total DDT in fish tissue is 15 ppb. (Klasing, S., and R. Brodberg, 2008) |

This constituent is a carcinogen therefore the risk level is set to one in a million. A cooking reduction factor of 1 is applied for skin-off fillets. |

Evaluation Guideline: |
The USEPA 304(a) recommended water quality criterion for concentrations of methylmercury in fish tissue of trophic level 4 fish (150 - 500 mm; fillet wet weight) is 0.20 mg/kg. Total mercury is usually analyzed for most fish studies and assumed to be 100 percent methylmercury for the purposes of risk assessment (Klasing & Brodberg 2008). The fish consumption rate of 32 grams/day is considered more protective of human health since recommendations are now to eat 1 meal a week of fish to obtain necessary Omega 3 nutrition. The fish consumption rate of 32 grams/day is also protective of wildlife, as it protects 6 out of 7 endangered species. |

Data Used to Assess Water Quality: |
Two of two composite samples exceeded the evaluation guideline. Data were reported on a dry weight basis and were converted to wet weight by multiplying the dry-weight concentration by a factor of 1 minus the percentage of moisture content expressed as a decimal (78% moisture content = .78). The resulting wet weight composite sample concentrations were .536 mg/kg and .356 mg/kg. Mercury concentrations are assumed to be 100% methylmercury. |

Zero of 1 total mercury samples of fish from Copco I Reservoir exceed the evaluation guideline. Sample was comprised of 3 composites that were collected on the same date. Composite concentrations range from 0.175 mg/kg to 0.184 mg/kg. Sample composites were made from fish of each species of approximately the same size. For Copco Lake, 3 sample composites were made as follows: 3 yellow perch that range in fork length size from 188 mm to 197 mm, 5 yellow perch from 168 mm to 172 mm; and 5 yellow perch from 141 mm to 152 mm. Sample composites were analyzed for total mercury with the assumption that 100% of the total mercury value represents the methylmercury content of tissue. Data is summarized by the California Department of Water Resources (DWR 2001; DWR 2007). This LOE re-assesses data from LOE 21169 from the 2010 Integrated Report in order to update the evaluation guideline and average the data collected on the same date/location. |

Water Quality Control Plan, North Coast Region (NCRWQCB 2011): All waters shall be maintained free of toxic substances in concentrations that are toxic to, or that produce detrimental physiological responses in human, plant, animal, or aquatic life. |
Objective/Criterion Reference: |

|
Evaluation Guideline: |
The USEPA 304(a) recommended water quality criterion for concentrations of methylmercury in fish tissue of trophic level 4 fish (150 - 500 mm; fillet wet weight) is 0.20 mg/kg. Total mercury is usually analyzed for most fish studies and assumed to be 100 percent methylmercury for the purposes of risk assessment (Klasing & Brodberg 2008). The fish consumption rate of 32 grams/day was utilized to develop the above criterion, as it is considered to be protective of recent human health recommendations to eat 1 meal a week of fish to obtain necessary Omega 3 nutrition. The fish consumption rate of 32 grams/day is also protective of wildlife, as it protects 6 out of 7 endangered species. |

Data Used to Assess Water Quality: |
Water Board staff assessed SWAMP data for Copco Lake to determine beneficial use support and results are as follows: 1 of 1 samples exceed the criterion for Mercury. Sixteen composites (1 fish per composite) were generated from one species (largemouth bass) and were averaged. Details of the compositing protocol can be found in the March 2009 report entitled: "Contaminants in Fish from California Lakes and Reservoirs: Technical Report on Year One of a Two-Year Screening Study" (SWAMP, 2009). |

Data for this line of evidence for Copco Lake was collected at 1 monitoring site [ Copco Lake - 105PCL181]. Samples were collected from 1 location. Individual sample locations consisted of an area within a given waterbody from which fish tissue samples were collected. The number of sample locations per waterbody was based on the overall size of the waterbody (SWAMP, 2010). Specifics of individual sampling locations can be found in the supplemental report entitled "Cruise Report for the Surface Waters Ambient Monitoring Program (SWAMP) Bioaccumulation Screening Study in California Lakes and Reservoirs, Sampling Dates: April 2008- November 2008" (SWAMP, 2009). |

Data Used to Assess Water Quality: |
One of one sample exceeded the evaluation guideline. Data were reported on a dry weight basis and were converted to wet weight by multiplying the dry-weight concentration by a factor of 1 minimum the percentage of moisture content expressed as a decimal (78% moisture content = .78). Two composite samples were collected from one site in Copco Reservoir on the same day, and thus, the average of the two composite samples was calculated, per USEPA 2001, resulting in a sample value of .446 mg/kg. Mercury concentrations are assumed to be 100% methylmercury. |

Water Quality Objective/Criterion: |
Per the Basin Plan (NCRWQCB 2011): All waters shall be maintained free of toxic substances in concentrations that are toxic to, or that produce detrimental physiological responses in human, plant, animal, or aquatic life. Compliance with this objective will be determined by use of indicator organisms, analyses of species diversity, population density, growth anomalies, bioassays of appropriate duration, or other appropriate methods as specified by the Regional Water Board. |
