Regional Board Conclusion: | Region 4 data was not included in the 2012 Integrated Report so all decisions are carried over from the 2010 listing cycle.
This pollutant is being considered for listing under section 2.2 of the Listing Policy. Under this section of the Policy, a minimum of one line of evidence is needed to assess listing status. One line of evidence is available in the administrative record to assess this pollutant. A TMDL has been developed and is expected to result in attainment of the standard. Based on the readily available information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination in the Water Quality Limited Segments Being Addressed portion of the section 303(d) list. USEPA in its final decision for the 2006 303(d) list, has determined that a TMDL has not been approved by USEPA for this pollutant water body combination. Therefore, this water body pollutant combination is being placed back on the 303(d) list (TMDL required list) pending completion and USEPA approval of a TMDL. |

Regional Board Conclusion: | Region 4 data was not included in the 2012 Integrated Report so all decisions are carried over from the 2010 listing cycle.
This pollutant is being considered for placement on the section 303(d) list under section 3.7 of the Listing Policy. Under section 3.7 a single line of evidence is necessary to assess listing status. One line of evidence is available in the administrative record to assess this pollutant. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification for placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Six of 11 samples exceeded the narrative objectives for trash listed in the Basin Plan, and evaluated using numeric targets derived in Los Angeles River Trash TMDL and this exceeds the allowable frequency listed in Table 3.1 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are met. |
Regional Board Decision Recommendation: | Region 4 data was not included in the 2012 Integrated Report so all decisions are carried over from the 2010 listing cycle.
After review of the available data and information, RWRCB staff concludes that the water body-pollutant combination should be placed on the section 303(d) list because applicable water quality standards are exceeded and a pollutant contributes to or causes the problem. |

This pollutant is being considered for placement on the section 303(d) list under section 3.5 of the Listing Policy. One line of evidence is available in the administrative record to assess this pollutant. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Two of the 7 samples exceeded the NAS Guideline (whole fish) and this exceeds the allowable frequency listed in Table 3.1 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. The USEPA final decision on the 2006 303(d) list was to move this listing to the 'being addressed by a USEPA approved TMDL' portion of the 303(d) list, because the Calleguas Creek OC Pesticides & PCBs TMDL was approved by USEPA on 03/14/2006.(USEPA, 2007). |

Regional Board Conclusion: | Region 4 data was not included in the 2012 Integrated Report so all decisions are carried over from the 2010 listing cycle.
This pollutant is being considered for removal on the section 303(d) list under sections 2.2 of the Listing Policy. Under 2.2 of the Policy, a minimum of one line of evidence is needed to assess listing status. Two lines of evidence are available in the administrative record to assess this pollutant. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination from the section 303(d) list. There is sufficient justification to place it in the Being Addressed portion of the 303(d) list because a TMDL has been completed and adopted by the Los Angeles RWQCB and approved by USEPA, and is expected to result in attainment of the standard. |
Regional Board Decision Recommendation: | Region 4 data was not included in the 2012 Integrated Report so all decisions are carried over from the 2010 listing cycle.
After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be placed on the Water Quality Limited Segments Being Addressed category of the section 303(d) list because a TMDL has been approved by USEPA, and applicable water quality standards are exceeded and a pollutant contributes to or causes the problem. |
