Regional Board Conclusion: | This pollutant is being considered for placement on the CWA section 303(d) List under section 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status.
One line of evidence is available in the administrative record to assess this pollutant. Zero of the three samples exceed the water quality objective for REC-1. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Zero of the three samples exceed the water quality objective for REC-1 and this sample size is insufficient to determine, with the power and confidence of the Listing Policy, the applicable beneficial use support rating. A minimum of 26 samples is needed to determine if a beneficial use is fully supported using table 3.2. 4. Pursuant to [SECTION 3.11/4.11] of the Listing Policy, no additional data and information are available indicating that standards are not met. |
Regional Board Decision Recommendation: | After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be placed on the section 303(d) list. The readily available data and information is insufficient to determine, with the power and confidence of the Listing Policy, the applicable beneficial use support rating. |

Regional Board Conclusion: | This pollutant is being considered for placement on the CWA section 303(d) List under section 3.1 of the Listing Policy. Under section 3.1, a single line of evidence is necessary to assess listing status. One line of evidence is available in the administrative record to assess this pollutant. None of three available water sample results exceed the water quality objective for the MUN beneficial use.
2. None of the three available water sample results exceed the water quality objective, and this sample size is insufficient to determine, with the power and confidence of the Listing Policy, the applicable beneficial use support rating. A minimum of 16 samples is needed to determine if a beneficial use is fully supported using table 3.1. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
Regional Board Decision Recommendation: | After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be placed on the section 303(d) list. Regional Board Conclusion: | No new data and information was available during the 2014 Integrated Report cycle. The decision has not changed.
This pollutant is being considered for placement on the section 303(d) list under sections 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status. Sixteen lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2, numeric water quality objectives for dissolved oxygen are not exceeded and the pollutant is not likely to cause or contribute to the exceedance. Based on the readily available data and information, the weight of evidence indicates that there is insufficient justification in favor of placing this water segment-pollutant combination the toxic on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Four of 80 samples exceeded the Basin Plan water quality objective for dissolved oxygen, and these do not exceed the allowable frequency listed in Table 3.2 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
Regional Board Decision Recommendation: | The decision has not changed. This is a decision made by the State Water Resources Control Board and approved by the USEPA in 2006 . No new data were assessed by the Regional Board for 2014. The decision has not changed. |

Regional Board Conclusion: | This pollutant is being considered for placement on the section 303(d) list under sections 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status.
Two lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2, numeric water quality objectives for pH are exceeded and the pollutant is likely to cause or contribute to the exceedance. Based on the readily available data and information, the weight of evidence indicates that there is not sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The pollutant exceeds the water quality objective in the Basin Plan. 2. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 3. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 4. Nine of 77 water sample pH measurements exceeded (were lower than) the Basin Plan pH water quality objective, and these do not exceed the allowable frequency listed in Table 3.2 of the Listing Policy. 5. Nineteen of 165 water sample pH measurements exceeded (were lower than) the Basin Plan pH water quality objective, and these do not exceed the allowable frequency listed in Table 3.2 of the Listing Policy. 6. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |

Regional Board Conclusion: | This pollutant is being considered for placement on the section 303(d) list under section 3.1 of the Listing Policy. Under section 3.1 a single line of evidence is necessary to assess listing status.
Three lines of evidence are available in the administrative record to assess this pollutant. Fifty-two of the samples exceed the water quality objective. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Fifty-two of 60 samples exceed the California Toxics Rule 4-day average criteria for dissolved Copper and this exceeds the allowable frequency listed in Table 3.1 of the Listing Policy. LOE #27976 contains the revised assessment of the data from the 2006 listing. LOE # 2716 (used for the 2006 decision) contained J-flagged data and was not associated with this listing decision. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
