This conclusion is based on the staff findings that Ashland Avenue Drain is an enclosed storm water conveyance. Enclosed storm water conveyance drains do not have designated beneficial uses in the Basin Plan, and therefore, no criteria apply to waters within the drain itself and as such, should not be listed as impaired.
