A nitrogen TMDL has been developed and approved by USEPA and an approved implementation plan is expected to result in attainment of the nitrogen standard. Qualitative information on scum/foam-unnatural alone is not sufficient to support placement on the section 303(d) list (Listing Policy section 3.7). It is expected that this TMDL will address the pollutant(s) contributing to or causing these conditions. The Los Angeles River Trash TMDL was completed by the Regional Board on September 19, 2001 (USEPA, 2002) to address impairments caused by trash. However, on July 19, 2006 the State Board rescinded approval of this TMDL and remanded it back to the Regional Board based on court ruling City of Arcadia v. State Water Resources Control Board (D043877).
