Regional Board Conclusion: | This pollutant is being considered for removal from the CWA section 303(d) List under section 4.1 and 4.6 of the Listing Policy. Under this section a single line of evidence is necessary to assess listing status. In previous cycles the pollutant name was "Chlordane (sediment)" and the previous decision, Decision ID 68971, was "Do Not Delist from 303(d) list (TMDL required list)". The listing has always been based on one line of evidence, LOE ID 3429. However, in the 2024 cycle, it was discovered that due to a mapping error in the original LOE, these data were collected in the Los Cerritos Channel Estuary and assigned to the wrong water body. See Staff Report Section 8.1 "Los Angeles Region-specific Assessments " for further information. LOE 3429 is being retained for the record only. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification for removing this water segment-pollutant combination from the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The listing is based on data that were not collected in the Los Cerritos Channel. 2. Pursuant to section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
Regional Board Decision Recommendation: | After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be removed from the section 303(d) list because the original basis for listing was flawed. |

Regional Board Conclusion: | This pollutant is being considered for removal on the CWA section 303(d) List under sections 2.2, 4.3 and 4.11 of the Listing Policy. Under section 4.3 of the Policy, a minimum of one line of evidence is needed to assess listing status. Because a statistically sufficient number of geomean samples were not available, attainment of the bacteria objective was determined based only on the STV per the situation-specific weight of evidence approach outlined in Sections 4.11 of the Listing Policy. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination from the CWA section 303(d) List. There is sufficient justification to place it in the Being Addressed portion of the CWA 303(d) List because a TMDL has been completed and approved by RWQCB and USEPA, and is expected to result in attainment of the standard. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. 13 of 17 samples exceeded the statistical threshold value for E. coli and these exceed the allowable frequency listed in Table 4.2 of the Listing Policy. 4. The Los Cerritos Channel and Estuary, Alamitos Bay, and Colorado Lagoon Indicator Bacteria TMDL was approved by USEPA 9/7/2022. 5. Pursuant to section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
Regional Board Decision Recommendation: | After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be removed from the section 303(d) list because applicable water quality standards for the pollutant are being exceeded. |

Regional Board Conclusion: | During the 2024 cycle, the 1988 National Recommended Water Quality Criteria used to assess aluminum data was replaced with U.S. EPA’s 2018 Final Recommended Aquatic Life Criteria for Aluminum in Freshwater. Insufficient information is available to determine beneficial use support for this waterbody-pollutant combination with the statistical power and confidence required by the Listing Policy. Beneficial use support will be reassessed in a future cycle, if more data are available |
Regional Board Decision Recommendation: | After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be placed on the section 303(d) list. The readily available data and information is insufficient to determine, with the power and confidence of the Listing Policy, the applicable beneficial use support rating. |

Regional Board Conclusion: | This pollutant is being considered for removal from the section 303(d) list under section 4.1 of the Listing Policy. Under section 4.1 a one line of evidence is necessary to assess listing status.
Two lines of evidence are available in the administrative record to assess this pollutant. Line of evidence 3922 is a placeholder line of evidence and the information contained in the line of evidence will not be considered in this decision. Zero of the samples exceed the water quality objective. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination in the Water Quality Limited Segments Being Addressed portion of the section 303(d) list. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Zero of 22 samples exceeded the one-hour objective for ammonia and this sample size is insufficient to determine with the power and confidence of the Listing Policy if standards are not met. A minimum of 28 samples is needed for application of table 4.1. 4. Pursuant to Section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are met. |

Regional Board Conclusion: | This pollutant is being considered for placement on the section 303(d) list under section 3.1 of the Listing Policy. Under section 3.1 a single line of evidence is necessary to assess listing status.
One line of evidence is available in the administrative record to assess this pollutant. A sufficient number of samples exceed the CTR criterion to protect human health from carcinogenic risk. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Three of four samples exceeded the CTR Criterion and this exceeds the allowable frequency listed in Table 3.1 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |

Regional Board Conclusion: | This pollutant is being considered for placement on the section 303(d) list under section 3.11 of the Listing Policy. Under section 3.11, listing may be proposed based on the situation-specific weight of evidence.
One line of evidence is available in the administrative record to assess this pollutant. The line of evidence is photographic evidence showing large amounts of trash in this water body. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. Data and information has been evaluated that supports this decision. 2. The trash shown in the photos exceeded the narrative objective in the water body for protection of aquatic life and contact and noncontact recreational beneficial uses. 3. Pursuant to section 3.11 of the Listing Policy, there is no additional information showing that standards are being met. |

Regional Board Conclusion: | Regional Board Conclusion:
This pollutant is being considered for placement on the section 303(d) list under section 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status. One line of evidence is available in the administrative record to assess this pollutant. Four samples exceeded the pH water quality objective. Based on the readily available data and information, the weight of evidence indicates that there is insufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Four out of 7 samples exceeded the pH water quality objective and this does not exceed the allowable frequency listed in Table 3.2 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. State Board Review and Conclusion: Los Angeles Regional Board staff provided State Water Board staff pH data that were mistakenly omitted from the staff report for consideration of adoption by Los Angeles Water Board. State Water Board staff re-evaluated the available data and the recommendation has been revised. Based on the result of the data re-evaluation, State Water Board staff recommend to List Los Cerritos Channel for pH. The revised recommendation is as follows: Two lines of evidence are available in the administrative record to assess this pollutant. A total of ten out of 28 samples exceeded the pH water quality objective. 3. Ten out of 28 samples exceeded the pH water quality objective and this exceeds the allowable frequency listed in Table 3.2 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
