Supporting Information

Regional Board 2 - San Francisco Bay Region

Water Body Name: Pillar Point Harbor Beaches
Water Body ID: CAX2022101220011017105702
Water Body Type: Coastal & Bay Shoreline

DECISION ID
148630
Region 2
Pillar Point Harbor Beaches

Pollutant: Indicator Bacteria
Final Listing Decision: Do Not Delist from 303(d) list (being addressed with USEPA approved TMDL)
Last Listing Cycle's Final Listing Decision: Do Not Delist from 303(d) list (TMDL required list)(2018)
Revision Status Revised
Sources: Agriculture-animal | Onsite Wastewater Systems (Septic Tanks) | Urban Runoff/Storm Sewers
TMDL Name: Pillar Point and Venice Beach Bacteria TMDL & Bacteria Objectives Cleanup
TMDL Project Code: 1285
Date TMDL Approved by USEPA: 02/08/2022
Impairment from Pollutant or Pollution: Pollutant

Regional Board Conclusion: This pollutant is being considered for removal from the CWA section 303(d) List under sections 2.2 and section 4.3 of the Listing Policy. Under section 4.3 of the Policy, a minimum of one line of evidence is needed to assess listing status.

Eight lines of evidence are available in the administrative record to assess this pollutant. Eight hundred eighty-nine of one thousand four hundred twenty-six samples exceed the enterococcus geometric mean objective to protect water contact recreation.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination from the CWA section 303(d) List. There is sufficient justification to place it in the Being Addressed portion of the CWA 303(d) List because a TMDL has been completed and approved by RWQCB and USEPA, and is expected to result in attainment of the standard.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Eight hundred eighty-nine of one thousand four hundred twenty-six samples exceed the enterococcus geometric mean objective to protect water contact recreation and these exceed the allowable frequency listed in Table 4-2 of the Listing Policy.
4. The Pillar Point Harbor Beaches Pathogens TMDL was approved by USEPA on 2/8/2022.
5. Pursuant to section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Decision Recommendation: After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be removed from the section 303(d) list because applicable water quality standards for the pollutant are being exceeded.

State Board Review of Regional Board Conclusion and Recommendation:

State Board Decision Recommendation: After review of this Regional Board decision, SWRCB staff recommend the decision be approved by the State Board.

The water quality threshold is based on a Single Sample Maximum (SSM) value that is calculated daily. This data is for an AB411 beach. This LOE specifically corresponds with dry weather samples and only includes samples collected between April 1 and October 31 of each year.
Data Reference: WQ data from the California Environmental Data Exchange Network assembled for the 2024 Integrated Report in Region 2.

SWAMP Data: Non-SWAMP

Water Quality Objective/Criterion: The bacteria water quality objective to protect the REC-1 beneficial use in ocean waters applies a single sample maximum of fecal coliform, not to exceed 400 per 100 mL. (Ocean Plan 2019)
Objective/Criterion Reference: SWRCB. 2005. Water Quality Control Plan, Ocean Waters of California (Ocean Plan). California Environmental Protection Agency, State Water Resources Control Board. February 2, 2019
