Regional Board Conclusion: This waterbody was split as part of the 2024 cycle Delta Remapping Project. Decisions were reassessed based on the new spatial representation, which resulted in a delisting.

This pollutant is being considered for removal from the CWA section 303(d) List under section 4.1 of the Listing Policy. Under this section a single line of evidence is necessary to assess listing status.

Four lines of evidence are available in the administrative record to assess this pollutant. Two of the 32 samples exceeded the evaluation guideline for WARM.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification for removing this water segment-pollutant combination from the CWA section 303(d) List.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Two of the 32 samples exceeded the evaluation guideline for WARM and this does not exceed the allowable frequency listed in Table 4.1 of the Listing Policy.
4. Pursuant to section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.
 
Regional Board Decision Recommendation: After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be removed from the section 303(d) list because applicable water quality standards for the pollutant are not being exceeded.

This pollutant is being considered for removal from the CWA section 303(d) List under section 4.11 of the Listing Policy. Under this section when all other delisting factors do not result in the delisting of a water segment but information indicates attainment of standards, a water segment shall be evaluated to determine whether the weight of evidence demonstrates that water quality standard is attained. If the weight of evidence indicates attainment, the water segment shall be removed from the CWA section 303(d) List.

After the watebody was split, all four LOEs were not considered in this assessment as those data were collected prior to the approval of a TMDL and thus are no longer considered representative of conditions in the water body.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification for removing this water segment-pollutant combination from the CWA section 303(d) List.

Data Used to Assess Water Quality: Fifteen water samples were collected from the lower Calaveras River, under the Central Valley Water Board's Pesticide TMDL program, between February and April 2004, representing nine calculated 4-day average concentrations and fifteen 1-hour average concentrations. Two of nine calculated 4-day average concentrations (2 February to 5 February 2005, and 16 February to 19 February 2005) exceeded the 4-day average criterion of 0.100 ug/L. Four of fifteen 1-hour average concentrations (2 February, 3 February, 26 February, and 17 February 2005) exceeded the 1-hour average criterion of 0.160 ug/L.

Regional Board Conclusion: This waterbody was split as part of the 2024 cycle Delta Remapping Project. Decisions were reassessed based on the new spatial representation.

There is sufficient justification to place this pollutant on the Being Addressed portion of the 303(d) list, because a TMDL has been completed and approved by RWQCB and USEPA, and it is expected to result in attainment of the standard..

The Stockton Urban Waterbodies Pathogen TMDL has been approved by the Central Valley Water Board in 2008 and approved by USEPA on 13 may 2008.

Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are being met.
 
Regional Board Decision Recommendation: After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be placed on the Being Addressed portion of the section 303(d) list because a TMDL has been completed and approved by USEPA and is expected to result in attainment of the standard.
No new data or information was available during the 2024 Integrated Report cycle to reassess this water body segment and pollutant. The decision has not changed.
