Water Rights Enforcement
ADMINISTRATIVE CIVIL LIABILITY COMPLAINT ACTIONS RELATED TO THE RUSSIAN RIVER TRIBUTARIES EMERGENCY REGULATION ENHANCED WATER CONSERVATION MEASURES AND INFORMATIONAL ORDER
On June 17, 2015, the State Water Board adopted an emergency regulation to help protect federal - and state-listed anadromous fish in four priority Russian River tributary watersheds (Dutch Bill Creek, Green Valley Creek, portions of Mark West Creek, and Mill Creek). The Office of Administrative Law (OAL) approved the emergency regulation and the emergency regulation went into effect on July 6, 2015. The emergency regulation required: (1) enhanced water conservation in critical areas of the four watersheds; and (2) information on water use if requested by the State Water Board. On March 14, 2016, the State Water Board readopted the Informational Order component of the emergency regulation and it went into effect on March 30, 2016, upon OAL approval.
The Assistant Deputy Director for Water Rights has issued one Administrative Civil Liability (ACL) Complaint for violations of the enhanced water conservation measures, which is located on the Water Rights Enforcement ACL Complaint Action page under 2016.
On December 15, 2015, the Assistant Deputy Director for Water Rights issued Administrative Civil Liability (ACL) Complaints to landowners and water suppliers in the four watersheds covered by the Russian River Tributaries Emergency Regulation who failed to submit information in response to Informational Order WR 2015-0026-DWR.
