City of Barstow
On October 16, 2007, the Regional Board issued Administrative Civil Liability Complaint No. R6V-2007- 0026 recommending a $300,000 assessment of civil liability to the City of Barstow. The Complaint alleges that the City violated waste discharge prohibitions contained in the Water Quality Control Plan for the Lahontan Region and waste discharge requirements specified by Board Order No. 6-94-26., The violations occurred when approximately 1.5 million gallons of raw sewage was discharged from the City’s wastewater treatment facility to Half Way Wash and the Mojave River on May 20-21, 2006.
This item has been removed from the agenda as the City has waived its right to a hearing and has agreed to remit payment in the amount of $300,000 to settle its liability. The proposed settlement will be subject to a 30-day comment period, and the Board’s Prosecution Team and the City of Barstow will bring a proposed Order Approving Settlement for the Lahontan Water Board’s consideration at a subsequent Board meeting.
