People who are interested in items on the agenda are urged to attend workshops as they may miss valuable discussion that will not be repeated at the Board meeting.  There is no voting at workshops.

ITEMS 1-8 WILL BE DISCUSSED STARTING AT  9:00 A.M., TUESDAY, SEPTEMBER 30, 2003.

 

All visitors are required to sign in and receive a badge prior to attending any meeting.  The Visitor and Environmental Services Center is located just inside and to the left of the Cal/EPA Building's public entrance.  Valid picture identification may be required due to the security level so please allow up to 15 minutes for this process.

 

PUBLIC FORUM

Any member of the public may address and ask questions of the Board relating to any matter within the Board's jurisdiction provided the matter is not on the Board's agenda, or pending before the Board or a Regional Board.  Note:  Presentations at the Public Forum will be limited to 5 minutes or otherwise at the discretion of the Chairman.

FINANCIAL ASSISTANCE

**1. Consideration of a Resolution Approving Proposed Amendments to the Underground Storage Tank Cleanup Fund Regulations.  (The Board will consider, at a Board meeting, whether to adopt the proposed regulations.)

 

**2. Consideration of a Resolution Approving an Amendment to Resolution No. 2000-061 to Decrease to $5,000,000 the State Revolving Fund Loan Amount of Valley Small Business Development Corporation for Implementing the Dairy Waste Management Loan Program, Loan No. C-06-6075-110.  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

**3. Consideration of a Resolution Approving a State Revolving Fund Loan to the Nature Conservancy for the Palo Corona Watershed Protection Project, SRF Loan No. C-06-6085-110. (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

WATER QUALITY

**4.  Consideration of a Resolution Approving an Amendment to the Water Quality Control Plan for the Santa Ana Region to Incorporate Diazinon and Chlorpyrifos Total Maximum Daily Loads for San Diego Creek and Upper Newport Bay.  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

5.  Consideration of a Resolution Authorizing Staff to Begin Work on Staff’s Recommended Revisions to the Policy for Implementation of Toxics Standards for Inland Surface Waters, Enclosed Bays, and Estuaries of California (SIP).  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)  (As previously noticed, written comments on the proposed SIP revisions must be received no later than 5:00 p.m., September 18, 2003, may not exceed 4 pages, and no attachments will be accepted).

 

WATER QUALITY PETITION

6.  In the Matter of the Petition of Goleta Sanitary District for Review of Resolution No. R3-2002-0077 [NPDES
No. CA0048160] Denying Certification and Concurrence in Reissuance of Goleta Sanitary District’s Permit and 301(h) Waiver
, Issued by the California Regional Water Quality Control Board, Central Coast Region.  SWRCB/OCC File A-1494.
  (The Board will consider, at a Board meeting, whether to adopt the proposed order remanding the matter to the Regional Board for reconsideration of the Goleta Sanitary District application following receipt and consideration of CEQA documentation and recent evidence regarding the expected level of effluent discharge.)  As previously noticed, written comments on the draft order must be received in the Office of Chief Counsel by 5:00 p.m., September 25, 2003.

ADMINISTRATION

**7.  Proposed Interagency Agreement to Provide Funding Support for the Office of the Secretary for Environmental Protection.  (The Board will consider whether to adopt the proposed resolution.)

CLOSED SESSION

(NOTE:  Closed Sessions are not open to the public)

 

WATER RIGHTS (This is authorized under Government Code section 11126(c)(3).)

The Board will be meeting in closed session to deliberate on a proposed order prepared after a hearing on a petition to revise the Declaration of Fully Appropriated Streams to allow processing of applications to appropriate water from the Lower American River.

 

LITIGATION  (This closed session is authorized under Government Code section 11126(e)(1).)

The Board will be meeting in closed session to discuss ongoing litigation in the case of El Dorado Irrigation District v. SWRCB (Sacramento County Superior Court, No. 01CS01319).
