People who are interested in items on the agenda are urged to attend workshops as they may miss valuable discussion that will not be repeated at the Board meeting. NOTE: There is no voting at workshops. Items requiring Board action must come to a Board meeting.

Board Meeting

PUBLIC FORUM

Any member of the public may address and ask questions of the Board relating to any matter within the Board's jurisdiction, provided the matter is not on the Board's agenda or pending before the Board or a Regional Board. Note: Presentations at the Public Forum will be limited to 5 minutes or otherwise at the descrietion of the Chairman.

WATER RIGHTS

1. Consideration of a Draft Order Finding That the United States Bureau of Reclamation (USBR) has Violated Water Right Permit 16584 (Application 18733) By Injuring Prior Right Holders Downstream of Hidden Dam and Directing the USBR to Release Sufficient Water to Satisfy Prior Right Holders. (The Board will consider whether to adopt the proposed order.)

2. Consideration of a Proposed Draft Order Modifying and Denying Reconsideration of Order WR 98-09 Regarding Diversion of Waters From the San Francisco Bay/Sacramento-San Joaquin Delta Estuary. (The Board will consider whether to adopt the proposed order.)

3. Consideration of a Resolution to Adopt Minor Revisions to the Board's Adjudicative Proceedings Regulations. (The Board will consider whether to adopt minor revisions to its Adjudicative Proceedings regulations in response to comments received from the Office of Administrative Law.) 4. In the Matter of the Petition of Fallbrook Public Utilities District for Review of Denial of a Petroleum Underground Storage Tank Site Closure at 990 East Mission Road, Fallbrook, California. (The Board will consider, at a Board meeting, whether to adopt the proposed order requiring that the case be closed.)

5. In the Matter of the Petition of UNOCAL Corporation for Review of Denial of a Petroleum Underground Storage Tank Site Closure at 1665 Pacific Avenue, Stockton, California. (The Board will consider, at a Board meeting, whether to adopt the proposed order requiring that the case be closed.)

**6. Consideration of Approval of a State Revolving Fund (SRF) Loan for Hilmar Wastewater Treatment Facility Improvements, Hilmar County Water District, SRF Loan Project No. C-06-4596-110. (The Board will consider, at a Board meeting, whether to adopt the proposed resolution to approve the loan.)

Consideration of Approval of a Resolution Authorizing the Executive Director or His Designee to Negotiate, Accept, and Amend a Toxic Substances Control Act Grant and Negotiate, Execute, and Amend an Agreement With the University of California to Support the Dairy Waste Management Partnership Agreement. (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

**8. Consideration of Approval of a Resolution to Provide a State Revolving Fund Loan to Adopt-A-Watershed Inc. for the Adopt-A-Watershed Program (Loan No. C-06-6059-110). (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

**9. Consideration Of A Resolution Authorizing The Executive Director Or His Designee To Amend A Contract With BC Laboratories, Inc. To Conduct Monitoring Activities In Support Of TMDL Development. (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

**10. Consideration Of A Proposed Resolution Authorizing The Executive Director To Execute Standard Agreements To Provide Treatment Of Acid Mine Drainage At Leviathan Mine, Alpine County. (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

**11. Consideration of Approval of a Resolution Authorizing the Executive Director or His Designee to Negotiate, Execute, and Amend the Foundation for California Community Colleges Student Assistant Contract. (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

CLEAN WATER PROGRAM PETITIONS

12. Proposed Order on Petition of Mr. Jamal Khan for Review of a Final Division Decision by the Division of Clean Water Programs Regarding Suspension of Wastewater Treatment Plant Operator Grade II Certificate No. II-4674 Issued to Jamal Khan. (The Board will be meeting in closed session to deliberate on a decision to be made based on evidence taken at a hearing in an adjudicative proceeding. This is authorized under Government Code section 11126, subdivision (c)(3). This item will be scheduled for a future meeting. Interested parties will be notified of the exact time, date and location.)
