Land Disposal Program Activities
The Land Disposal Program regulates the discharge of solid wastes to land for disposal, treatment, or storage at waste management units, including landfills, waste piles, surface impoundments, land treatment units, and mins under the legal authority of the California Water Code [CWC] Section 13260 using permits known as "Waste Discharge Requirements" (WDRs). The application for WDRs must be filed with the Los Angeles Water Board as a "report of waste discharge" [ROWD]. The state requirements for non-hazardous wastes management units are found in Title 27 of California Code of Regulations, Division 2, Subdivision 1 [CCR Title 27]. For active municipal solid waste landfills, the Land Disposal Program also oversees compliance with the water quality requirements Subtitle D of the Federal Resource Conservation and Recovery Act (RCRA) [CFR Title 40, Part 258].
The Land Disposal Program accomplishes its permitting responsibilities through the issuance of general WDRs, site specific WDRs, and waivers of WDRs. Old deposits of wastes, such as municipal waste dumps and burn ash sites operated on or before November 27, 1984 (also known as Closed, Abandoned, or Inactive units, or CAI units), may also be regulated under individual WDRs or general WDRs. CAI units may become the subject of Los Angeles Water Board enforcement actions requiring cleanup and abatement.

Under CCR Title 27, the Los Angeles Regional Board coordinates with the California Department of Resources Recycling and Recovery (CalRecycle) and its Local Enforcement Agencies (LEAs) in the Counties of Ventura and Los Angeles in regulating the discharge of solid wastes within the region.
