Watershed Management Programs, Monitoring Programs, and
Baseline Permittees

The Regional MS4 Permit allows Permittees the flexibility to develop Watershed Management Programs (WMPs) to implement the requirements of the Permit on a watershed scale through customized strategies, control measures, and best management practices (BMPs). Participation in a Watershed Management Program is voluntary and allows a Permittee to address the highest watershed priorities, including complying with the requirements of Part V (Receiving Water Limitations), Part IV and Attachments K through S of the Order (Total Maximum Daily Load Provisions), Part III (Discharge Prohibitions), and Part VIII (Minimum Control Measures). Permittees who choose not to participate in a Watershed Management Program are subject to baseline requirements of the Regional MS4 Permit.

Additionally, the Regional MS4 Permit requires Permittees to implement an Integrated Monitoring Program (IMP) or a Coordinated Integrated Monitoring Program (CIMP) per Attachment E of the Order (Monitoring and Reporting Program) consistent with applicable requirements in Attachment E of the Order, monitoring provisions in applicable TMDLs, and specifically, with Attachments K through S of the Order.
