Municipal Permitting
The Municipal Permitting Unit at the Los Angeles Water Board manages NPDES permits, WDRs and WRRs for POTWs within the region. POTWs are wastewater treatment plants that treat municipal waste, which primarily includes sewage from residential sources, but may also include commercial and industrial waste sources. Industrial facilities that discharge to the sewer are regulated by the municipality that treats the waste under their Pretreatment Program.
The Municipal Permitting Unit also manages any WRRs issued to POTWs within the region that also discharge to a surface water. WRRs regulate the use and/or production of recycled water and include either individual or general permits. There is one general recycled water permit for the distribution and use of recycled water available for dischargers to enroll if the project meets certain conditions. Individual WRRs are developed for recycled water discharges that do not meet these conditions.
